<br />ORDINANCE NO. 99-052 <br /> <br />AN ORDINANCE OF THE CITY OF PARIS, PARIS, TEXAS, PROVIDING THAT <br />THE CODE OF ORDINANCES, CITY OF PARIS, BE AMENDED BY REVISING <br />SECTION 18-23 OF SAID CODE; PROVIDING THAT FINES AND SPECIAL EXPENSES <br />ARE IN COMPLIANCE WITH STATE LAW; PROVIDING FOR THE ESTABLISHMENT <br />OF A MUNICIPAL COURT TECHNOLOGY FUND; REPEALING ALL ORDINANCES <br />OR PARTS OF ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING FOR AN <br />EFFECTIVE DATE OF SEPTEMBER 1, 1999. <br /> <br />BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF PARIS: <br /> <br />Section 1. That Section 18-23 of the Code of Ordinances of the City of Paris, Paris, <br />Texas, be, and the same is hereby, amended so that such shall read as follows: <br /> <br />"Sec. 18-23. Fines and special expenses. <br /> <br />"(a) The municipal court is authorized and empowered to enforce by execution <br />on the property of the defendant, or imprisonment of the defendant, the collection <br />of all fmes imposed by the court, not inconsistent with the laws of the state. The <br />following special expenses and fees are hereby established as follows: <br /> <br />"(1) A special expense in the amount of ten dollars ($10.00) for services <br />performed in cases in which the laws of the state require that the case be <br />dismissed because of actions by or on behalf of the defendant which were <br />subsequent to the date of alleged offense, being subsection (b) (1), Article <br />45.541, Code of Criminal Procedure, permitting the taking of a driving <br />safety course to bring about dismissal of such action. <br /> <br />"(2) A security fee upon conviction of a misdemeanor offense in municipal <br />court in the amount of three dollars ($3.00) for municipal court building <br />security fund. In accordance with Section 102.017 of the Code of Criminal <br />Procedure, the fund may be used only to finance items when used for the <br />purpose of providing security services for buildings housing a municipal <br />court as appropriate, including: <br /> <br />"A. The purchase or repair of x-ray machines and conveying <br />systems; <br />"B. Handheld metal detectors; <br />"e. Identification cards and systems; <br />"D. Electronic locking and surveillance equipment; <br />"E. Bailiffs or contract security personnel during times when they <br />are providing appropriate security services; <br />"F. Signage; <br />
