ORDINANCE NO. 99-040 AN ORDINANCE AMENDING ZONING ORDINANCE NO. 1710 OF THE CITY OF PARIS, PARIS, TEXAS, AND CHANGING THE BOUNDARIES ESTABLISHED BY THE ZONING MAP OF SAID CITY; ESTABLISHING A NEIGHBORHOOD SERVICE DISTRICT (NS) WITH THE CONDITIONS AND RESTRICTIONS AS LISTED ON EXHIBIT "A" ATTACHED HERETO AND INCORPORATED HEREIN }'OR ALL PURPOSES, ON LOT 12, CITY BLOCK 64-B, ON PROPERTY BEWNGING TO CHILDREN'S ADVOCACY CENTER OF PARIS, INC., SO AS TO INCLUDE THEREIN TERRITORY FORMERLY DESIGNATED AS A TWO-F AMIL Y DWELLING DISTRICT (2F); DESIGNATING THE BOUNDARIES OF THE NEIGHBORHOOD SERVICE DISTRICT (NS) SO ESTABLISHED; PROVIDING FOR A PENALTY NOT TO EXCEED $2,000.00; REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING FOR AN EFFECTIVE DATE OF JULY 1, 1999. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF PARIS: Section 1. That the boundaries heretofore established by the Zoning Map and Ordinance No. 1710 of the City of Paris, Paris, Texas, be, and the same are hereby, changed, and that a NEIGHBORHOOD SERVICE DISTRICT (NS) WITH THE CONDITIONS AND RESTRICTIONS AS LISTED ON EXHIBIT "A" ATTACHED HERETO AND INCORPORATED HEREIN FOR ALL PURPOSES, be, and the same is hereby, established on LOT 12, CITY BLOCK 64-B, on property belonging to CHILDREN'S ADVOCACY CENTER OF PARIS, INe., so as to include in such NEIGHBORHOOD SERVICE DISTRICT (NS) WITH THE CONDITIONS AND RESTRICTIONS AS LISTED ON EXHIBIT "A" ATTACHED HERETO AND INCORPORATED HEREIN FOR ALL PURPOSES the hereinafter described property, which was formerly and is presently designated as a TWO- FAMILY DWELLING DISTRICT (2F), and that the boundaries of said NEIGHBORHOOD SERVICE DISTRICT (NS), be, and the same are hereby, established as follows: SITUATED within the corporate limits of the City of Paris, County of Lamar, and State of Texas, being a part of the Isaiah Davis Survey, and being a part of the property described in deeds to the Children' s Advocacy Center of Paris, Inc. from Mary Moore Free, the Paris Junior College Memorial Foundation, and Hardy Moore, and being more particularly described as follows: BEGINNING at a stake in the North Boundary Line of Pine Bluff Street at the Southwest corner ofthe lot conveyed by A. S. Baker et ux to Mary G. Moore on October 9, 1902, by deed of record in Volume 102, Page 559, Lamar County Deed Records; THENCE East with the North Boundary Line of Pine Bluff Street a distance of 90 feet, a stake at the Southeast corner of the Baker/Moore lot, this being also the Southwest corner of a lot once owned by Sam Lewis; THENCE North with the East Boundary Line of the Baker/Moore 10t a
