MINUTES OF THE REGULAR CITY COUNCIL MEETING <br />OF THE CITY OF PARIS, TEXAS <br />January 28, 2026 <br />(postponed from January 26, 2026) <br />The City Council of the City of Paris met for a regular session at 5:30 p.m. on <br />Wednesday, January 28, 2026, at the City Council Chamber, 107 E. Kaufinan, Paris, Texas. Due <br />to inclement weather conditions (the January winter storm), the City Council meeting posted for <br />January 26, 2026, and was postponed to January 28, 2026, pursuant to Texas Local Government <br />Code Section 551.0411. <br />Present: Mayor: Mihir Pankaj <br />Mayor Pro -Tem: Gary Savage <br />Council Members: Mickey Ellis, Rebecca Norment, Alix Putnam, and <br />Tracy Attebury <br />City Staff: Rose Beverly, City Manager; Stephanie Harris, <br />City Attorney; Janice Ellis, City Clerk; Steve <br />Marriott, Finance Director; Osei Amo-Mensah, <br />City Planner; M.A. Smith, Chief Operating <br />Officer; Danny Rowell, Director of Utilities; and <br />Randy Tuttle, Assistant Police Chief <br />Absent: Council Member: Shatara Moore <br />Opening Agenda <br />1. Call meeting to order. <br />Mayor Pankaj called the meeting to order at 5:30 p.m. <br />2. Invocation. <br />Mayor Pro -Tem Savage gave the invocation. <br />3. United States Pledge of Allegiance & Texas Pledge of Allegiance. <br />City Council led the United States Pledge of Allegiance and the Texas Pledge of <br />Allegiance. <br />4. Citizens' forum. <br />Andrew Mack — he spoke in support of item 18. <br />
