<br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS,
<br />AMENDING CHAPTER 4, ARTICLE 4.02, "CONSTRUCTION CODES AND
<br />STANDARDS," OF THE CODE OF ORDINANCES TO REPEAL THE ADOPTION
<br />OF THE 2021 INTERNATIONAL BUILDING CODE, THE 2021
<br />INTERNATIONAL RESIDENTIAL CODE, THE 2021 INTERNATIONAL
<br />EXISTING BUILDING CODE, THE 2021 INTERNATIONAL PLUMBING CODE,
<br />THE 2021 INTERNATIONAL FUEL GAS CODE, THE 2021 INTERNATIONAL
<br />MECHANICAL CODE, AND THE 2020 NATIONAL ELECTRICAL CODE;
<br />ADOPTING THE 2024 EDITIONS OF THE INTERNATIONAL BUILDING
<br />CODE, THE INTERNATIONAL RESIDENTIAL CODE, THE INTERNATIONAL
<br />EXISTING BUILDING CODE, THE INTERNATIONAL PLUMBING CODE, THE
<br />INTERNATIONAL FUEL GAS CODE, THE INTERNATIONAL MECHANICAL
<br />CODE, AND THE 2024 INTERNATIONAL CODE COUNCIL PERFORMANCE
<br />CODE (ICCPC); ADOPTING THE 2023 EDITION OF THE NATIONAL
<br />ELECTRICAL CODE; ADOPTING THE 2024 INTERNATIONAL PROPERTY
<br />MAINTENANCE CODE FOR CITYWIDE APPLICATION; ADOPTING LOCAL
<br />AMENDMENTS AND ADOPTING THE FULL REVISED TEXT OF CHAPTER 4,
<br />ARTICLE 4.02 OF THE CODE OF ORDINANCES, INCLUDING CONTRACTOR
<br />REGISTRATION REQUIREMENTS, CONTRACTOR CLASSIFICATIONS, AND
<br />CONTRACTOR RESPONSIBILITIES, AS SET OUT IN EXHIBIT A; PROVIDING
<br />A REPEALER CLAUSE, A SEVERABILITY CLAUSE, A SAVINGS CLAUSE, AND
<br />A PENALTY CLAUSE; AND DECLARING AN EFFECTIVE DATE.
<br />WHEREAS, the City of Paris has previously adopted the 2021 editions of the
<br />International Building Code, the International Residential Code, the International Existing
<br />Building Code, the International Plumbing Code, the International Fuel Gas Code, and the
<br />International Mechanical Code, as well as the 2020 edition of the National Electrical Code;
<br />and
<br />WHEREAS, the City Council has adopted the 2021 International Property
<br />Maintenance Code for properties within the Downtown Historic District, and now finds it
<br />necessary to extend the Property Maintenance Code to citywide application to promote
<br />uniform standards for property maintenance, public health, and safety; and
<br />WHEREAS, the International Code Council updates its family of International Codes
<br />every three years, with the most recent update occurring in 2024, including the release of
<br />the 2024 International Code Council Performance Code (ICCPC); and
<br />WHEREAS, adoption of updated construction, fire, maintenance, and performance-
<br />based codes is necessary to regulate the design, construction, alteration, repair, use,
<br />occupancy, maintenance, and performance of buildings and structures; to ensure adequate
<br />utilities and sanitary facilities; to maintain safe structural conditions; and to provide
<br />
