MINUTES OF THE CITY COUNCIL WORKSHOP <br />OF THE CITY OF PARIS, TEXAS <br />May 8, 2026 <br />The City Council of the City of Paris met for a special meeting at 3:30 p.m. on Friday, <br />May 8, 2026, at the City Council Chamber, 107 Kaufman Street, Paris, Texas. <br />Present: Mayor: Mihir Pankaj <br />Mayor Pro -Tem: Gary Savage <br />Council Members: Rebecca Norment, Alix Putnam & Tracy Attebury <br />City Staff. Rose Beverly, City Manager; Stephanie Harris, <br />City Attorney; Skylar Unger, Deputy City Clerk; <br />M.A. Smith, Chief Operating Officer; Osei Amo- <br />Mensah, City Planner, and Duke McGee, Building <br />Official <br />Absent: Council Member: Shatara Moore & Mickey Ellis <br />The matters to be discussed are: <br />1. Call meeting to order. <br />Mayor Pankaj called the meeting to order at3:31 p.m. <br />2. Discuss Event Center. <br />City Manager Rose Beverly said staff would like to get direction with what to do with <br />this building. She explained that leasing had not been consistent and there were two options <br />with one being to continue with it as a community event space or sell the building. Chief <br />Operating Officer M.A. Smith said current community events included breakfast with Santa, <br />birthday parties, and a wedding venue. Ms. Beverly said they had an interested buyer, but it <br />would still have to be listed. Chief Operating Officer M.A. Smith said they preferred not to lease <br />it because of the costs of the upkeep. <br />Mayor Pro -Tem Savage inquired about the sprinkler system. Building Official Duke <br />McGee confirmed that no one could use it for any type of event. Following additional discussion, <br />it was agreed that it was best to move forward with selling the event center. <br />3. Discuss potential revisions to the 5 in 5 program. <br />City Attorney Stephanie Harris reported that a developer had requested two amendments <br />to the program, which would enable him to obtain a 5 in 5 agreement for a project that was <br />currently ineligible under existing guidelines and criteria. The first amendment request was to <br />waive the requirement limiting applicants seeking agreements related to privately purchased <br />
