WHEREAS, by city Ordinance No. 1315, the City Council of the City of Paris <br />enacted a Subdivision Ordinance to regulate subdivision and development of land <br />located inside the corporate City limits and the extraterritorial jurisdiction of the City of <br />Paris, Texas; and, <br />WHEREAS, the City of Paris has adopted drainage and stormwater design <br />standards requiring the construction of detention and retention facilities to mitigate <br />increased runoff from development, and <br />WHEREAS, such stormwater detention and retention facilities are critical <br />infrastructure necessary to prevent flooding, protect downstream properties, and <br />maintain the capacity of the City's drainage system; and <br />WHEREAS, improper maintenance of these facilities can result in sediment <br />buildup, structural failure, reduced storage capacity, and increased flood risk; and <br />WHEREAS, regular inspection and maintenance of stormwater facilities are <br />necessary to ensure continued operation as designed and to protect public health, <br />safety, and welfare; and <br />WHEREAS, federal and state stormwater regulations, including municipal <br />separate storm sewer system (MS4) requirements, require the City to implement <br />programs to manage and maintain stormwater infrastructure; and <br />WHEREAS, the City Council finds that a formal program for the registration, <br />inspection, maintenance, and enforcement of stormwater detention and retention <br />facilities is necessary to ensure long-term functionality and compliance; and <br />WHEREAS, to that end, City Staff has recommended amendments to <br />Subdivision Ordinance No. 1315; and <br />WHEREAS, at its June 1, 2026, meeting, following notice and publication as <br />required by law, the Planning and Zoning Commission conducted a public hearing on <br />the proposed amendments contained in this ordinance, and, following said hearing <br />made formal recommendation to the City Council to approve same; and <br />
