AGENDA INFORMATION SHEET

PROJECT: Consider an ordinance amending Section 6-22(a) of the Code of Ordinances to correct a
reference contained therein and revising Section 6-22(b) of the Code to allow the Airport Manager to issue
permits for aeronautical activities to applicants who comply with the provisions of Chapter 6 of said Code.

BACKGROUND: Section 6-22 of the Code or Ordinances establishes the procedure for issuing permits for
aeronautical activities at Cox Field Airport. The procedure currently provides for issuance of permits by the
Airport Manager; however, it also provides that those permits shall be reviewed annually by the Airport
Advisory Board and the City Council, who have historically followed the recommendation of the Airport
Manager. After considerable discussion throughout the past year by the Airport Advisory Board regarding
the permitting requirements and the necessity for making the issuance and renewal of permits faster and more
convenient for individuals or businesses wishing to conduct an aeronautical activity at the Airport, the Airport
Advisory Board has requested that the Airport Director look into ways to revise the procedure to allow the
Airport Manager to issue or renew permits throughout the year to any applicant who complies with the
provisions of Chapter 6. Additionally, the Airport Manager may revoke a permit, upon notice and hearing,
issued to any applicant who no longer complies with the requirements of the Code.

DESCRIPTION: The proposed revision would remove the requirement that permits issued for aeronautical
activities at Cox Field Airport be reviewed annually by the Airport Advisory Board and the City Council, thus
streamlining the renewal process. Instead, the Airport Manager will have the authority to issue or renew
permits at any time throughout the year to any applicant who complies with the requirements of Chapter 6,
including the requirement to provide insurance covering the specified activity and the requirement to follow
all Airport rules and regulations.

Additionally, Section 6-22(a) of the Code of Ordinance contains an error in that it references subsection (e)
instead of subsection (d), which is the subsection containing the insurance requirements for obtaining a
permit.

RECOMMENDED ACTION: Approval of the proposed ordinance.

STAFF CONTACT: Lisa A. Wright, Director of Community Development! Airport Director

COST: If this amendment is approved, the only cost associated therewith will be the purchase of a three-part
carbonless permitting booklet to be placed in the Airport Manager's office so that permits may be issued on-
site.

COUNCIL DATE: Consider at Council's regular meeting on Monday, January 23,2006.

ADDITIONAL MATERIALS: None.

.~ ...r
