Director of Council Date: Engineering, Planning & 13. 07-27-2009 Develo ment RECOMMENDED MOTION: Move to approve a resolution authorizing an agreement for professional services between the City of Paris and Chalaire Surveying, Inc. for surveying services related to S. Collegiate Drive expansion and authorizing the City Manager to negotiate and execute all necessary documents. POLICY ISSUE(S): Professional Services BACKGROUND: Mr. Dan Almond, with SWS, has been the City's Financial Advisor for over 20 years and will attend the meeting to answer any questions about the process and costs of issuing general obligation or certificate of obligation debt. Surveying Cost for the entire project is estimated at $11,860 no matter which roadway width is chosen adjacent to the new Paris High School. The plan is to acquire the additional 40-feet or ROW which, when added to the 40-feet donated by the High School property, will be the minimum ROW width for an arterial roadway (80-feet). A meeting has been set up with the TxDOT District Engineer on July 30tn to see what procedures we must follow in order to move the project forward. The procedures will depend on what type roadway is constructed and who builds the TxDOT portion of Jefferson Road. Below are some of the items we know that will be needed in order for TxDOT to make this happen: a) It is their intention to widen Collegiate Drive and have it be the through roadway gaining a net increase in safety and mobility b) The City will acquire needed ROW and incur all associated fees (utility adjustments, surveys, etc) c) The ROW owned by the City of Paris that will be associated with the realignment of FM 1507 will be considered "to be used for public transportation purposes" After the meeting we will have a more detailed list concerning all of the different options that may be picked.
