AGENDA INFORMATION SHEET <br />PROJECT: <br />A resolution approving a new policy regarding inspection and installation of private <br />curb, gutter, and driveway culverts. <br />BACKGROUND: <br />The City of Paris has a policy dated January 8, 1999, regarding the inspection and <br />installation of private property curb, gutter, and driveway culverts. Unfortunately, this policy gives <br />some responsibility to the City of Paris for private property projects. Our engineering department <br />has prepared the grade for concrete forms and sized culverts for driveway approaches. Additionally, <br />our street department has made necessary street repairs and placed culverts on private property. <br />The Public Works Department was asked to review this policy and submit the appropriate revisions. <br />The revised policy diverts all aspects of these projects with exception of inspection to the property <br />owners or contractors. Our engineering department will continue to inspect each project, checking <br />for c ompliance. Any project that fails to comply with the current City of Paris standards will be <br />denied. At that time, the engineering department will issue a request for changes to the property <br />owner or contractor. <br />DESCRIPTION: <br />The attached resolution would authorize a new policy and place sole responsibility <br />on the property owners or contractors instead of partial responsibility on the City of Paris. The City <br />of Paris Public Works Department and Engineering Department have reviewed the new policy and <br />have determined that the implementation of such policy is in the best interests of the citizens of the <br />City of Paris and best serves the public health, safety, and welfare. <br />COST: <br />There will be no direct cost to the City of Paris, with exception of staff upkeep. <br />RECOMMENDED ACTION: <br />A pproval of the resolution authorizing a new policy regardin g <br />inspection and installation of curb, gutter, and driveway culverts in the city of Paris. <br />STAFF CONTACT: <br />Terry Townsend, Director of Public Works; Larry W. Schenk, City Attorney <br />SCHEDULE: <br />The current policy will change immediately upon approval of this resolution. <br />COUNCIL DATE: <br />Consider for approval at City Council’s Monday, June 11, 2001, regular Council <br />meeting. <br />ADDITIONAL MATERIALS: <br />See attached current policy and revised policy. <br />
