MINUTES OF THE BUILDING AND STANDARDS COMMISSION MEETING OF THE CITY OF PARIS, TEXAS May 18, 2026 The Building and Standards Commission of the City of Paris met for a regular session at 3:00 p.m. on Monday, April 20, 2026, at the City of Paris Council Chambers, 107 E. Kaufman St., Paris, TX 75460. Present: Board Members: Absent: City Representatives: Call meeting to order. Kim Walker Morgan Cline A.W. "Plug" Clem Angie Briscoe Alexander Moore Jesse Wallace Jr Nicki Brown — Code Enforcement Supervisor Jacie Brown — Code Enforcement Melissa Shaffer —Code Enforcement Elisabeth Payne — Code Enforcement Cade Oats — Fire Marshal Kim Walker, called the meeting to order at 3:00 p.m. 2. Approve minutes from the meeting of April 20, 2026. A Motion was made by Angie Briscoe to approve minutes, seconded by A.W. "Plug" Clem. Motion carried unanimously. 4-0 Public Hearing to consider presentations by City of Paris Code Inspectors and owner(s) and/or lien holder(s) of the below properties who have been given notice of a violation of Chapter 4, Article 4.03 entitled "Substandard and Dangerous Buildings and Structures;" Chapter 7, Article 7.04 entitled "Weeds, Junk, and Other Objectionable, Unsightly, or Unsanitary Matter on Private Premises;" Chapter 8, Article 8.10 entitled "Outdoor Storage;" Code of Ordinances of the City of Paris, Paris, TX. A. 635 Grand Ave; City Block 124, Lot 2 Owner: Mulberry Stanas Series LLC; 3550 N Lakeline BLVD #170-1126, Paris, TX 75460 Jacie Brown stated there has been no contact with the property owner. The property has extensive fire damage throughout the structure. The structure is unsecure. Jacie Brown's recommendation: Declare a nuisance, vacate property within 30 days, removal of junk and rubbish within 30 days, Demolish within 30 days or the city has the right to do so.
