Regular Council Meeting <br />August 8, 2016 <br />Page 3 <br />SAVINGS CLAUSE, A PENALTY CLAUSE; AND PROVIDING AN EFFECTIVE <br />DATE. <br />Mayor Hashmi opened the public hearing and asking for anyone wishing to speak in <br />support or opposition, to please come forward. Blake Thomas, 1145 SE 34`h, Paris, Texas spoke <br />in support of this item. With no one else speaking, Mayor Hashmi closed the public hearing. <br />A Motion to approve the zoning change was made by Mayor Hashmi and seconded by <br />Council Member Clifford. Motion carried, 7 ayes — 0 nays. <br />13. Discuss and act on a Subdivision Improvement Agreement with Love's Travel Stops. <br />City Engineer Carla Easton explained Love's Travel Stop was putting in a new store on <br />271 North and that public improvements were necessary to support the development. She said <br />they had put up a performance bond for the improvements so they could proceed with their final <br />plat. She also said the final plat was part of this process and recommended approval. <br />A Motion to approve this item was made by Council Member Clifford and seconded by <br />Council Member Trenado. Motion carried, 7 ayes — 0 nays. <br />14. Approve the Final Plat of Lot 1, Block A, Love's Subdivision U.S. Hwy 271, located in <br />the 3200 Block of North Main Street. <br />A Motion to approve this item was made by Council Member Drake and seconded by <br />Council Member Frierson. Motion carried, 7 ayes — 0 nays. <br />15. Receive presentation on the Texas Police Chief s Best Practice Re- Recognition. <br />Wayne Isbell, Mt. Pleasant Police Chief and on behalf of the Texas Police Association <br />presented to Chief Hundley a certificate for Texas Police Chiefs Best Practice Re- recognition. <br />Chief Isbell said out of the 2,400 law enforcement agencies, only 154 agencies had received this <br />recognition and only 45 had been re- recognized. Chief Hundley recognized Assistant Chief <br />Randy Tuttle for organizing the program. <br />16. Discuss and act on Paris Economic Development Corporation's FY 2016 -17 budget. <br />EDC Director Michael Paris said based on the City Council's recommendation at their <br />meeting on July 25 that they had revised the PEDC budget. He explained the revisions and said <br />they did add one item in the amount of $94,500 which was for Daisy Dairy's incentives if they <br />qualify. He further explained that this was part of an agreement with Daisy Dairy several years <br />ago. Council Member Drake inquired about the fluctuating amount in utilities. PEDC Board <br />Member Don Wilson said the fluctuation was from the use /non -use of sprinkler systems and that <br />Atmos had skipped one billing cycle and billed them for two cycles at once. Council Member <br />Clifford expressed appreciation for the work done on the budget revisions. Council Member <br />Lancaster inquired about the $250,000 for Paris Lakes' infrastructure.
