decision. Commissioner Steely asked to see the deed history, and noted the other houses across the <br />street are in disrepair. Commissioner Steely asked how this house got on the agenda. Robert <br />Talley stated he discovered its condition in route to another case. Commissioner Steely stated <br />once again that he still thinks there should be a system for the City to claim the houses and put <br />them up for sale before they fall apart. There was some discussion on the acquisition of personal <br />property by government entities. Commissioner Dux suggested training on what the laws and rules <br />are for a city acquiring property before it goes into disrepair. Commissioner Steely stated that he <br />wanted the city attorney to come and discuss this with them. <br />Commissioner Alarid asked if the building was structurally sound except for the hole in the roof. <br />Robert Talley said that it has a hole in the roof possibly from a limb falling through the roof. <br />Commissioner Alarid asked if the reason to red tag it was because of the hole in the roof, and <br />recommended tabling it for the same reasons as stated in item A. Commissioner Dux asked for <br />discussion. Hearing none, a motion was made to table the structure to the next meeting by <br />Commissioner Alarid; seconded by Commissioner Steely. Motion Carried 3 —1, Commissioner <br />Dux dissenting. <br />4. Discussion and Action on the following Certificates of Appropriateness: <br />A. COA #2016 -48 250 Bonham Street: Demolition of structure, Jack Hilliard. <br />Vicky Olsen represented Jack Hilliard, and stated it was not feasible to repair the <br />building. She stated the east side was hadite blocks and the south facing side is <br />garage doors. She stated there were not any plans for infill. She stated the inside of <br />the building is falling completely apart, and there are some large display cases. <br />The commissioners discussed the age of the building, and it was determined that it <br />was built in the 1960s. Commissioner Steely made the motion to approve <br />demolition of the structure, seconded by Commissioner Alarid. There being no <br />other discussion, the motion carried 4 — 0. <br />B. COA #2016 -49 425 S. Church Street: Fence, Don Pryor. <br />In the absence of a representative, the commission discussed the design standards. <br />Chain link is not allowed, and there is a precedent already set for denial of chain <br />link. Commissioner Alarid made the motion to deny the Certificate of <br />Appropriateness and discuss other alternatives with Mr. Pryor. Motion seconded <br />by Commissioner Barbee. There being no other discussion, the motion carried 4 — <br />0. <br />C. COA # 2016 -50 7 S. Plaza: Fagade Repair/Replacement, Matt Coyle. <br />Mr. Coyle explained there was a lot of deterioration on the front of 7 Plaza, and the <br />plan is to remove the hardy board from the 1990's and use a stone veneer, install <br />an awning to keep a consistent look, and work on keeping the front weatherproof. <br />Commissioner Dux asked if there was consideration of replacement with newer <br />material similar to hardy board. Commissioner Barbee made the motion to <br />approve the stone veneer, Commissioner Steely seconded, and the chair called for <br />discussion. Commissioner Dux would prefer that the owner go back with a more <br />historic hardy board look. There being no other discussion, the motion Carried 4 — <br />0. <br />
