Johnny Norris asked what Mr. Thacker's time frame in repairs <br />would be and Mr. Thacker asked for 180 days. Mr. Wilson asked what the roof <br />was made of and Mr. Thacker said it was composition. Don Wilson asked when <br />several boards were removed from the structure and Mr. Thacker said about one <br />year ago. Mr. Thacker stopped repairs due to finances. He now would like to live <br />at the property. He stated that they inherited the property and own several more <br />structures in this area. Don Wilson asked what Mr. Thacker considers repairs on <br />this property. Mr. Thacker stated replacing the siding, overlay, water seal, <br />windows, doors, permanent roof, and estimates the cost to be around $12,000. <br />Johnny Norris explained that the Commission can only grant 90 days for repairs. <br />Don Wilson explained that if substantial progress is being made at the end of the <br />90 days the Commission will work with the property owner. <br />Robert Talley's recommendation: 30 days to demolish if not the City has the right <br />to demolish and apply a $1000 per day civil penalty. <br />Motion was made by Johnny Norris, seconded by Zac Saffle to allow Mr. <br />Thacker 90 days to have the property repaired (repairs included roof, siding, <br />windows, and doors) if not the property will be brought back to the Building <br />and Standard Commission. <br />Motion carried unanimously. 5 -0 <br />Wendell Moore entered the meeting. <br />K. 1605 Van Zandt, Lot 11 & 13, Block 3, Harlan Heights <br />Owner: Michael L. Alexander <br />Robert Talley showed pictures of a hole were the roof connects to the front porch, <br />the porch is fixing to fall off, rotting, unsecure, roof line deterioration, wood <br />removed or falling off at the foundation, the interior is in disarray, daylight is <br />coming through a hole in the roof. Mr. Alexander spoke to the commission and <br />said he had two options, one to tear down the house and the other to repair the <br />house. He thinks the structure can be fixed. He would like the time to look into <br />the both options. He has already talked to several people about repairs and he's <br />getting estimates. He asked for 45 days to make a decision on what direction he <br />should take with this structure. Johnny Norris asked if the inside of the structure <br />was dry. Robert Talley stated that due to the two holes in the roof it has to be wet. <br />Don Wilson asked if there is a way to put this property on hold.
