7. Consideration of and action on the petition of Doris Thorsen for a change in zoning <br />from a One - Family Dwelling District No. 2 (SF -2) to a One - Family Dwelling District <br />No. 3 (SF -3) With Specific Use Permit (39) Mobile Homes, Lot 11, City Block 241, being <br />number 545 NW 14`h Street. <br />Motion was made to deny by Curtis Fendley and seconded by Michael Dangerfield. Motion <br />carried by a vote of 6 ayes and 0 nays. <br />8. Public Hearing to consider the petition of Jerry Pitcock for a classification of New <br />and Unlisted Uses to a Light Industrial District (LI), Pt. of Lot 18, City Block 324, <br />being number 2820 NW Loop 286. <br />The public hearing was declared open. <br />City Attorney, Larry Schenk and Steve Methven addressed the Planning and Zoning <br />Commission in an attempt to inform them of the item to be considered. <br />Mr. Jerry Pitcock, 1310 N. Collegiate, spoke in favor of the petition. The petition is for an <br />"Auto Storage Yard," he does not take cars apart unless police or court directs searches. He <br />impounds cars /vehicles for Law Enforcement Agencies. Mr. Pitcock normally keeps cars <br />for a 90 day screening. The site will be lighted at night. There will be wrecked vehicles on <br />the property but usually will be removed quickly. <br />There was no opposition, the public hearing was declared closed. <br />9. Consideration of and action on the petition of Jerry Pitcock for a classification of New <br />and Unlisted Uses to a Light Industrial District (LI), Pt. of Lot 18, City Block 324, <br />being number 2820 NW Loop 286. <br />Motion was made to recommend that the Council create a new listing, Schedule of Use: <br />"Auto Storage Facility" Requiring Specific Use Permit in Light Industrial or Heavy Industrial <br />by Curtis Fendley and seconded by Bobby Myers. Motion carried by a vote of 6 ayes and 0 <br />nays. <br />10. Public Hearing to consider the petition of Cindy G. Bowlin for a change in zoning from <br />a Two - Family Dwelling District (2F) to a Two - Family Dwelling District (2F) With <br />Specific Use Permit (24) Institutions of Religious Nature, Lot 1, City Block 32, being <br />number 1202 Pine Bluff. <br />The public hearing was declared open. <br />Ms. Cindy Bowlin, 1325 SE 18`'', spoke in favor of the petition stating that she wants to place <br />a women's home for women to stay up to 6 months for education and religious teachings. <br />The goal of the home is to break the cycle of homelessness and welfare. She does not know <br />how many women will live there, the women may have children. Most of them will not have <br />cars, however, owner has arrangements to use next door for parking. Also, parking is <br />available across the street. The staff will also need parking. Ms. Bowlin has done this in <br />California, therefore, she has experience in this type of home. She thinks they can park 8 <br />cars on the property. The house would be maintained by the owner. <br />
