Planning and Zoning Meeting <br />January 6, 2004 <br />Page 3 <br />4. Public Hearing to consider the petition of Shirley and Donna Swindle <br />for a change in zoning from a One - Family Dwelling District No. 3 (SF -3) <br />to a Neighborhood Service District (NS), Lots 11 and 12, Block B, East <br />Park Addition, being number 1730 101h Street NE. <br />The public hearing was declared open. <br />Donna Swindle spoke in favor of the petition for this portion of her <br />mother's property to be rezoned to neighborhood service for a beauty <br />shop to be built there. Ms. Swindle is the only person to take care of her <br />legally blind mother. The property is fenced in and parking would be <br />inside the fence. <br />There was no opposition, the public hearing was declared closed. <br />5. Consideration of and action on the petition of Shirley and Donna <br />Swindle for a change in zoning from a One - Family Dwelling District No. <br />3 (SF -3) to a Neighborhood Service District (NS), Lots 11 and 12, Block <br />B, East Park Addition, being number 1730 10" Street NE. <br />Motion was made to approve the petition by Bobby Myers and <br />seconded by Marshall Kent. Motion carried by a vote of 7 ayes and 1 <br />nay. <br />6. Public Hearing to consider the site plan approval requested by Paul <br />Vinson, Lot 14E, City Block 249, Red River Business Park. <br />Paul Vinson stated that his plans are to build a bee hive assisted <br />living —a franchise growing popular around the West Coast and New <br />Mexico. Mr. Vinson stated that they are working with all local people. <br />Mr. Vinson's wife is an Occupational Therapist and he plans to hire <br />home health nurses or care givers to stay with the elderly who have a <br />difficult time but does not quite need full care like a nursing home but <br />could use someone around for 24 hours. The facility would provide <br />meals —good home cooked meals. The facility in New Mexico is a good <br />family -like atmosphere. The care is more specialized due to it being a <br />
