Planning and Zoning Meeting <br />August 3, 2004 <br />Page 11 <br />The following lots are east of South Church Street and shall be included <br />in the area: City Block 181, Lots 1, 2, 3, 5, 6 and 9; City Block 140, <br />Lots 1, 2, 3, 4, 4A, 5, 7, 8, 9, 10, 11, 12, 13, 14 and 15; City Block 159, <br />Lots 1, 2, 3, 4, 7, 8, 9, 10, 11, 12, 15, 15B, 16, 17 and 18A. <br />The following lots are north of Hearne Avenue and shall be excluded <br />from the area: City Block 157, Lots 18, 19, 20 and 21; City Block 158 - <br />A, Lot 3. <br />Benny Plata asked Arvin Starrett if he were to own a house and wanted <br />to change the color of the trim and went through the commission, could <br />the commission stop him from changing the trim. <br />Mr. Starrett stated that the Ordinance states that if you repaint your <br />house or reroof your house or do repairs to your house and keep it in <br />the condition that it is currently in, the commission has nothing to do <br />with that. A certificate of appropriateness would be required and that <br />is issued out of the historic preservation office. Only in the event of a <br />change in color or materials does it come across to the commission to <br />help in that decision. If it involves less than 25% of the visual area of <br />the house then it can still be issued from City Hall without the <br />commission making the decision. In one instance, there were certain <br />colors that were approved but the commission let the property owner <br />know that they did not think that it was the most appropriate for the <br />building that they were about to paint. They got their approval and <br />went and painted it their colors. The next meeting they were back at <br />the commission saying we want to apply again, help us with our colors. <br />The commission have looked at 33 applications and only 1 has been <br />denied, it is in litigation. Ms. Starrett stated that what they do is put <br />people in contact with contractors or materials that actually save them <br />money in the long run. Mr. Starrett stated that there are grant monies <br />that are available for historic properties that have local historic <br />designations. State and national designations do not trigger those <br />
