4. Public hearing and consideration of and action on the Site Plan of Lot 9, City Block 258, <br />being number 625 25`h Street N.E. <br />Public hearing was declared open. <br />The following individuals spoke in favor of the petition. <br />Roger Yosten, 1225 Mockingbird, owner, Mr. Yosten stated he is proposing four duplex <br />apartments with two in each building. <br />There was opposition. <br />The following concerned citizens had questions regarding the petition: <br />Tony Rhoads, 2450 Highland Rd., Mr. Rhoads stated he was concerned about drainage and <br />will there be a fence. <br />Alex Kozel, adjacent property owner, Mr. Kozel asked are they meeting the required <br />setbacks? Shawn Napier stated the site plan will verify set back lines. <br />Charles Worston, property owner, Mr. Worston asked about the gravel road that goes to the <br />water tower and will the City close this road? Shawn Napier advised Mr. Worston that he <br />would need a permit to access the private road. Mr. Worston further stated he was <br />concerned about the drainage on the property. <br />Public hearing was declared closed. <br />Bill Harris asked are the drainage issues going to be addressed. Shawn Napier stated they <br />will quote state law regarding the drainage. <br />Motion was made by Bill Harris, seconded by Bee Garman to approve the site plan, subject <br />to the City Engineers recommendations. Motion carried 6 -0. <br />5. Consideration of and action on the Master Plat of Lot I and 2, Block A, Enns Addition, <br />being number 2975 FM 79. Motion was made by Benny Plata, seconded by Bill Harris to <br />approve the Master Plat, subject to the City Engineer's recommendations. Motion carried <br />6 -0. <br />6. Consideration of and action on the Preliminary Plat of Lot I and 2, Block A, Elms <br />Addition, being number 2975 FM 79. Motion was made by Bill Harris, seconded by <br />Benny Plata to approve the Preliminary Plat, subject to the City Engineer's <br />recommendations. Motion carried 6 -0. <br />7. Consideration of and action on the Preliminary Plat of Lot 1, Block A, Martin Addition <br />331, being number 3720 Bonham. Motion was made by Bill Harris, seconded by Richard <br />Hunt to approve the Preliminary Plat, subject to the City Engineer's recommendations. <br />
