4. Public hearing and consideration of and action on the Site Plan of Lot 9, City Block 258, being number 625 25`h Street N.E. Public hearing was declared open. The following individuals spoke in favor of the petition. Roger Yosten, 1225 Mockingbird, owner, Mr. Yosten stated he is proposing four duplex apartments with two in each building. There was opposition. The following concerned citizens had questions regarding the petition: Tony Rhoads, 2450 Highland Rd., Mr. Rhoads stated he was concerned about drainage and will there be a fence. Alex Kozel, adjacent property owner, Mr. Kozel asked are they meeting the required setbacks? Shawn Napier stated the site plan will verify set back lines. Charles Worston, property owner, Mr. Worston asked about the gravel road that goes to the water tower and will the City close this road? Shawn Napier advised Mr. Worston that he would need a permit to access the private road. Mr. Worston further stated he was concerned about the drainage on the property. Public hearing was declared closed. Bill Harris asked are the drainage issues going to be addressed. Shawn Napier stated they will quote state law regarding the drainage. Motion was made by Bill Harris, seconded by Bee Garman to approve the site plan, subject to the City Engineers recommendations. Motion carried 6 -0. 5. Consideration of and action on the Master Plat of Lot I and 2, Block A, Enns Addition, being number 2975 FM 79. Motion was made by Benny Plata, seconded by Bill Harris to approve the Master Plat, subject to the City Engineer's recommendations. Motion carried 6 -0. 6. Consideration of and action on the Preliminary Plat of Lot I and 2, Block A, Elms Addition, being number 2975 FM 79. Motion was made by Bill Harris, seconded by Benny Plata to approve the Preliminary Plat, subject to the City Engineer's recommendations. Motion carried 6 -0. 7. Consideration of and action on the Preliminary Plat of Lot 1, Block A, Martin Addition 331, being number 3720 Bonham. Motion was made by Bill Harris, seconded by Richard Hunt to approve the Preliminary Plat, subject to the City Engineer's recommendations.
