High grass and weeds, vines, <br />trees all over lot growing up and around these items indicating they've been there <br />a long time, not organized, not being maintained. <br />Robert Talley's recommendation: Declare junk and rubbish a nuisance; <br />remove all junk and rubbish from property within 30 days, or city has right <br />to do so. <br />Gary Waite, representing Mr. Darnell, stated that Mr. Darnell has owned the <br />properties since 1990s, always with the same business. He discussed how it <br />didn't always look this way. He said in the last 4 -5 years that the owner has had <br />severe health problems, but wants to cooperate and get the junk cleaned up. He <br />also discussed the history of the properties pertaining to code enforcement's <br />involvement in filing cases in municipal and county court. <br />The commission discussed the length of time needed to clean the property and <br />also the current and previous cases filed against the owner in court. <br />Motion was made by Johnny Norris, seconded by Ben Vaughan to extend 90 <br />days to owner to clean up property, or back to BSC. Motion carried. 5 -2 <br />Charles Richards and Joseph Scott voted nay stating they felt Mr. Darnell <br />had been given ample time to clean up this property. <br />D. 943 W. Sherman, City Block 133, Lot 3 <br />Owner: Manuel Darnell, Sr., 355 1P SW, Paris TX 75460 <br />Robert Talley stated this property is zoned multi - family, and that there is no <br />specific -use permit on this or any of these properties. Mr. Talley discussed the <br />high grass, weeds, brush, limbs, metal, wires, electrical boxes, trailers full of <br />rubbish, lawn mower parts and car frames on the property. <br />Robert Talley's recommendation: Declare junk and rubbish a nuisance, <br />remove within 30 days, or city has right to do so. <br />Mr. Waite stated at one point owner was told to get items onto a trailer and it <br />would be OK. <br />The commission discussed the property. <br />Motion was made by Ken Kohls, seconded by Johnny Norris to extend 90 <br />days to owner to clean up property, or back to BSC.
