Mr. Collier stated he really did not want to spend any money because there
are projects which are more important than the road or the fuel tank.
Mr. Sudduth asked if the Board could have a list of projects so the Board
could see what Mr. Collier's spending priorities are.
Mr. Collier said his spending priority list is in his head. He also is
waiting for this years FAA report on Cox Field to see what they list as
deficencies at the Airport. All the runways are in need of repair and the
Airport is also in violation of FAA employee requirements.
Mr. Collier reported some holes in the runway were patched prior to the FAA
inspection in early March. The money for those repairs will come from the
Airport budget.
Mr. Rex asked how long the current violations have existed and what are the
violations, according to FAA requirements.
Mr. Collier replied Cox Field has been in violation for nine years on many
items. He gave and example: the firetruck can not reach a fire anywhere
on the Airport property within the three minute period required by FAA
regulations.
Mr. Rex asked that approximately $2400. in the combined budget items Street
and Alley and Building and Grounds be spent this fiscal year. Mr. Collier
was asked again for a list of priority projects so the Board could plan how
the money should be spent, noting that the road still needs surfacing. Mr.
Rex stated the money doesn't have to be spent, just committed to a project
before the end of the fiscal year.
Mr. Collier explained to the Board that Mr. Brotton controls all the personnel
and equipment for the City except the Airport personnel and equipment. This
arrangement makes it difficult for Mr. Collier to get work done in a timely
manner.
Mr. Sudduth expressed concern over the inability of the Board and Airport
Manager to get the City to act on projects the Board recommends, especially
when aircraft safety is involved.
2. TAC Grant Status - Mr. Collier reported plans have been sent to the TAC
and FAA and the City should be hearing soon.
Mr. Collier noted that Mobil will be cutting our delivery of 80, 100 and 130
Octane aviation fuel, therefore, the Airport will not require a storage tank
for the 80 Octane fuel when the fuel storage and ramp construction begins.
3. Update of Budget Status - Mr. Collier reported he has not had his budget
meeting with the City Manager and budget director.
4. Airport Advisory Board Workshop - The workshop date was set tentatively
for May 3, Tuesday. The location and time will be discussed at the next
regular meeting. Mr. Rex will invite Mr. Doty, the City Manager and Mr. Haynes,
the City Attorney.
5. Hangar Lease Agreement - Mr. Sudduth reported the A.O.P.A. does not keep
copies of lease agreements on file, but the organization suggested the Board
contact the American Airport Executive Organization to obtain copies of lease
agreements.
