Item Seven: Chairman Arvin Starrett advised the Commission on the recent City Council approval of Architexas as the approved professional provider. No action was taken on this item. I Item Eight: Commission members discussed the subject of window blanker panels to be used for the temporary moth - balling of historic buildings. It was noted that the Commission must develop construction standards and usage policies for these window blanker panels in the near future. It was agreed that a usage policy should address some of the following items: 1. Building occupancy 2. Visual appearance as related to major and minor streets 3. Front, side and back facades and their relationship to the streets 4. Time limitations 5. Frequency of use by business or property owner 6. Preservation of existing windows and window frarnes It was agreed that this item would be placed on the agenda for the September 22 Comm ission meeting. Item Nine: Commission members discussed possible public relations and education programs. Paul Denney reemphasized the desire to have Mr. Tom Clark of Leeds -Clark Restoration of Midlothian, Texas come to Paris and present his day -long seminar on downtown building restoration. Barbara Wilson volunteered to approach the Paris Main Street officials about the possibility of funding Mr. Clark's visit. i Item Ten: Commission members discussed the possibility of establishing the Church Street /South Main Street historical district as the next adopted district. It was the general concensus of the Commission that this effort should proceed. It was tentatively agreed that a neighborhood informational party meeting should be planned, possibly on the 16th or 18th of September.: Item Eleven: A motion to adjourn the meeting was made by Becki Norment.
