April 12, 2004 <br />Page 2 <br />5. Discussion of and possible action on the following: <br />A. Recommending revisions to Article VI of Chapter 7 of the Code of <br />Ordinances of the City of Paris as follows: (1) Modifying requirements <br />related to the moratorium. Arvin Starrett explained the moratorium in <br />the ordinance causes a cessation of any work within a proposed <br />district unless there is a hardship condition. The Commission does not <br />desire to hold anyone back from being able to work on their properties <br />until the final hearing on the district has come to pass. The proposal <br />is to amend the ordinance regarding the moratorium that would allow <br />work to be done. Motion to approve the ordinances and also any other <br />revisions pertinent to this change was made by Barbara Wilson, <br />seconded by Brian Wear. Motion carried unanimously. <br />B. Contract with ArchiTexas concerning design guidelines /historic survey. <br />Barbara Wilson received a preliminary contract in the amount of <br />$9,500.00, which includes a preservation plan and presentation. The <br />preservation plan includes design guidelines for the central historic <br />business district. The design guidelines would be for commercial only - <br />not residential. Motion to approve was made by Sue Lancaster, <br />seconded by Jerry Raper. Motion carried unanimously. <br />C. Selection of street signage for the downtown historic district. There <br />were two (2) options presented for the signage -a full sign or a topper. <br />Selection of street signage was referred back to the committee <br />appointed, and recommendations will be made at the regular April <br />meeting. Barbara Wilson stated that input is needed from staff on <br />options, number of signs, etc. <br />6. Discussion of potential sources of funding for downtown facade grants. <br />There are CLG's who offer matching grants to property owners in commercial <br />districts who are restoring the facades of their buildings; from $500 to $1,000 <br />with equal match. The city attorney was of the opinion that this was the <br />equating of the City using public funds as gifts and was not recommended. <br />Lisa Wright will report back on what other CLG's do.
