Claudia Hunt <br />recommended the possibility of placing a wood frame around a portion <br />of the masonry and painting the inside of the framed part as a sign. <br />Motion to approve the Certificate of Appropriateness was made by Paul <br />Denney, seconded by Jerry Raper, with the following conditions: (1) a <br />new door should be constructed as shown on the alternate drawing <br />prepared by Paul Denney; (2) the broken windows should be replaced; <br />and (3) the paint color for the masonry should match the existing brick <br />and be approved on -site by the Historic Preservation Officer. Motion <br />carried 8 -0. <br />B. Glenn and Lynne Bertelson - 509 S. Main Street. Motion to approve the <br />Certificate of Appropriateness as presented was made Sue Lancaster, <br />seconded by Barbara Wilson. Motion carried 8 -0. <br />C. First Baptist Church - 200 S. Church Street. Motion to recuse Brian <br />Wear from consideration of this item was made by Jerry Raper, <br />seconded by Sue Lancaster. Motion carried 7 -0. Tim Stone presented <br />the request on behalf of the First Baptist Church for installation of a <br />new playground. Mr. Stone stated that they did not want children to <br />cross 3rd Street, so the playground was to be built on the church <br />proper with a 1' retaining wall with a cast iron fence and landscaping. <br />Chairman Starrett advised Mr. Stone that the fence was not included on <br />the application. Chairman Starrett informed the Commission that he <br />had spoken with the Texas Historic Commission, and they advised that, <br />in the strictest sense by the Secretary of the Interior's Standards, this <br />type of playground is not appropriate at this location, but the <br />Commission wants to work with the church. They made three <br />recommendations: (1) that the front of the equipment be set back as far <br />under the loggia as possible; (2) that the equipment should be in a <br />blond putty color to match the brick color of the building; and (3) that <br />screening be placed to hide view of the equipment from the street. <br />Chairman Starrett asked Mr. Stone, if the Commission were to table this <br />item, would he be able to get information about the fence and the color <br />of the equipment by next month's meeting, and Mr. Stone stated that he <br />could. The Commission advised Mr. Stone that they would like to see <br />a photo of the proposed fence and a drawing showing how it relates to <br />the building and how the landscaping would relate to the fence. Motion <br />to table this item was made by Sue Lancaster, seconded by Jerry <br />Raper. Motion carried 7 -0. Motion to allow Brian Wear to return to the <br />meeting was made by Paul Denney, seconded by Jerry Raper. Motion <br />carried 7 -0. <br />
