Three individuals spoke in favor of the petition and one individual spoke in opposition. <br />James O'Bryan, D.V.M. 2725 Clarksville Street, spoke in favor of the petition. Dr. <br />O'Bryan presented a PowerPoint presentation to the commissioners. Dr. O'Bryan stated <br />that he has been looking for properties for over 4 years and that he realizes that although <br />there are many locations in the City of Paris but they do not necessarily meet what a <br />veterinarian practice needs or can afford, Dr. O'Bryan Further states that his goal here is to <br />try to offer Paris universal level referral medicine at Paris, Texas prices instead of having <br />citizens have to travel to Dallas for animal care. lie states he has leased his current location <br />for four years and it continues to get worse. The current facility has leaking ceiling tiles and <br />when it rains water is leaking down on electronics. The last rain had water coming out of <br />the electrical outlets and they had to cancel 3 surgeries because their surgery suite was shut <br />down. <br />Janet Grammar, 3120 Laurel Lane, spoke infavor of the petition. Ms. Grarmmar states she <br />has been a client of Dr. O'Bryan for many years. Ms. GrarniTiar states that she owns <br />businesses on Lamar Avenue & a Veterinarian practice would be a benefit and <br />improvement to Lamar Avenue. <br />Connie Justice, 1005 Lamar Ave, spoke in opposition of the petition. Ms. Justice states she <br />owns the 14 apartment complex next to the subject property and her income goes down <br />when she is unable to rent an apartment to a citizen that does not want horse or cattle 30 <br />feet from their bedroom window. Ms. Justice Further states that when her income goes <br />down then property value goes down. Ms. Justice is concerned with the smell and noise <br />from large animals. She states she has a letter from Dr. Bandel that appointed her as his <br />representative and he is opposed to the petition. <br />Robert Spain, 655 Church Street, spoke in favor of the petition. Mr. Spain states he is a <br />client of Dr. O'Bryan. Ile was previously on the Planning and Zoning Commission and <br />although a Commercial zoning in the middle of General Retail zoning would be <br />problematic, as would what was approved previously for Light Industrial over beside a <br />church and residential near the Boys Club but it does occur when people think it is, good for <br />the City and citizens. He further states that Dr. OBryan would be a good neighbor and all <br />attribute in this location, <br />Commissioner Hashmi asked Dr. O'Bryan if the lot was big enough to have more than one <br />trailer at a time. Dr. O'Bryan states there is enough room on site to accommodate trailers <br />and vehicles to get in and out. <br />Public hearing was declared closed, <br />John Godwin addressed the commissioners that zoning pertains to land use and has nothing <br />to do with the site plan and aesthetics. The zoning in place as of right now says it has to be <br />zoned as commercial and zoning does not go with the applicant. <br />Motion was made by Keith Flowers, seconded by John Lee to table the petition.
