plan calls for this site to be low-density residential. However, because of the nature of the
real neighborhood that is there now which is significantly built out with duplexes,
apartments and different types of residential, staff recommends approval of the petition.
Public hearing was declared open.
Carolyn Akins, 1920 E Tudor, states she is opposed to the petition as this property is
directly behind her. She states with more people there will be increased traffic. Akins states
she is already dealing with the complex beside her that does not mow regularly. Also, there
will be different people moving in and out and she does not who her neighbors. Akins
further states sometimes the renters are respectful and sometimes they are not.
Dale Lockmiller, 690 NE 201h Street, states he is not speaking for or against the petition
but rather wants to bring forth awareness and express his concern about a sewer back up
problem in this area. This part of NE 20th Street is a low spot and when there is a heavy
rain the city has had to come out to clean that sewer line four or more times. His concern
is adding a multi -family property putting sewer into a line that already has problems the
current infrastructure may not handle it very well. The sewer line would need some work
done to handle an additional load there. Lockmiller suggests that maintenance records be
looked at for the last few years in this area regarding sewer issues.
Kenneth Dority, 4680 Boulder Ln, states he and Collin Spencer are trying to develop this
area and want to build a modern triplex at this location. He states they have much
experience building and beautifying neighborhoods. Dority states there has not been
anything built in the area since those quadplexes around the corner approximately fifteen
years ago. The use of this property needs to be a duplex or triplex because it is not feasible
for a single-family property in his opinion.
Public hearing declared closed.
Motion was made by Sims Norment, seconded by Curtis Fendley to approve the petition.
Motion carried 6-1 with James O'Bryan in opposition.
5. Consideration of and action on the Final Plat of Lot 1, Block of the Modern Pyramids
Addition 170-C, located at 2735 S Church Street.
