PLDL 13oara Meeting Minutes <br />October 15, 2019 <br />Page 2 of 3 <br />would be asking Gene Anderson about why the Sales Tax Receivable has stayed the same on the Balance Sheet <br />for the last three months. Mr. Paris asked that we have Mr. Anderson at the next meeting to address the <br />question. Ms. Bills made a motion to approve the September financials. Mr. Hamill seconded the motion. Vote <br />was 3 -ayes to 0 -nays. (Mr. Pankaj stepped out of the room and did not vote.) <br />Presentation bv Marion Hamill on the 2019 Research SummitinWashin aeon D.C. <br />In September, Mr. Hamill attended the 2019 Research Summit in Washington, D.C. The Summit encompassed <br />all things pertaining to civic engagement in our communities. Mr. Hamill stated that the biggest thing he took <br />away from the Summit was that we watch as our kids seem to leave Paris and Lamar County in droves. Many <br />times they come back to no careers because they did not finish college. Most of those who come back need to <br />refocus on their goals and we as a community should be cognizant of careers that we don't have. We want to <br />keep kids here in Paris with good careers; if we fail to keep them here, we will become a retirement community. <br />The workshops all emphasized those students who were involved in their community through volunteer services <br />or school organizations were 85% more likely to get a college degree and successful jobs. These statistics were <br />researched by the University of Wisconsin. It was noted the kids who are involved in activities have growing <br />social networks that help guide them toward more opportunity. One workshop discussed 360 degree video <br />impact and that it has proven to be very successful. This is very similar to what we did in our videos. Their <br />videos showcased the industries by showing the insides to the industries. Another workshop emphasized Project <br />North Carolina and the strides they are making into other industry since the decline of the tobacco industry. One <br />small town had a local family donate an old service station. The town cleaned and remodeled the building. At <br />the same time a glass blower moved to their community. The area university and the glass blower applied for <br />grants in the arts and turned it into an educational, economic development and job situation. Mr. Hamill stated <br />that he received a book by the National Endowment of the Arts with lists of grants. This could be a way to <br />revitalize our downtown. One of the topics dealt with small towns and old downtowns that consisted of art <br />galleries and antique shops, which keep downtowns stagnant. They encouraged cities to look at bringing the <br />history back by bringing in businesses and restaurants which keep foot traffic in the downtown area. Texas. <br />_, . <br />Mr. Paris asked for this item to be tabled until next month. <br />American S iralWeld Pi )e U )date: <br />• Construction. Construction is going well. Where the main piece of machinery will be located., 120 <br />concrete piers were dug 20-30 feet down. The workers are using the brownfield site for parking. <br />The timeline is good. <br />• Phase II Transfer of the Brownfield to ASWP. The Moore Law Firm is in discussions with the <br />site selector group detailing the transfer. We still see that being completed by the end of the month. <br />Ninety-eight percent (98%) of the TECQNCP environmental quality should be completed by then. <br />• Phase III Wetlands Progress. Pat Hook has asked for revisions on the wetlands. This will be a <br />small impact on the wetlands. Berg Oliver just submitted National Permit #18 with a timeline of <br />thirty days. If the Tulsa Corp does not respond within thirty days, it will be relinquished and we <br />will receive the small portion of wetlands. This could wrap up the wetlands much sooner than the <br />next six months which was allowed. <br />• Rail Development. We have a redline agreement with Casey at Moore Firm that we are preparing <br />to respond to. There could be some conditions to finalize the construction of the rail, as long as <br />railcar loads are guaranteed through American SpiralWeld. We are helping with the payment of <br />construction, but we also need to make sure the rail is being maintained as long as American <br />
