much of the lot is within the FEMA designated floodplain as well as the floodway. <br />McDowell has already completed the necessary submittals to FEMA in order to gain pre - <br />approval of the development, and all improvements to the lot will have to meet FEMA <br />requirements. Given the nature of adjacent developments along this section of S Collegiate <br />Drive, it is not likely that a single family home will be built on this last remaining lot, and <br />a duplex would provide a good transition to the adjacent neighborhood. City staff <br />recommends approval. <br />Public hearing was declared open. <br />Casey Gain, 100 N Main Street, on behalf of Scott McDowell distributed documents to the <br />commission to show the property. He states the proposed duplex would be approximately <br />2200 sq ft giving each side a two-bedroom, two -bath unit. Gain does not believe that <br />anyone would be interested in building a single-family home with an existing commercial <br />building across the street. He states duplexes are currently in the area. McDowell has taken <br />the steps to get the property out of the flood plain and FEMA requires two addresses prior <br />to their approval. <br />Public hearing was declared closed. <br />Motion was made by Clifton Fendley, seconded by Sims Norment to approve the <br />petition. Motion carried 5-0. <br />S. Public hearing to consider and take action regarding the petition of Grace Bible Church <br />Paris for a change in zoning from Public Lands and Institutions (PLI) to a Commercial <br />District (C), in the City of Paris, Block 307, Lot 5B, located at 2885 N Main Street. <br />Easton states Grace Bible Church Paris, is requesting a change in zoning in order to open <br />a church. The site is approximately 2 acres and was previously owned by the State of Texas <br />and used for the local DPS office. The future land use plan recommends for this site to he <br />used as commercial. Existing land uses in the area include fueling stations, retirement <br />home, hotel, and other commercial businesses. There is an existing building onsite, which <br />will be remodeled into a church. There is adequate parking and driveways to serve the site. <br />This zoning request conforms to the recommendations in the future land use plan and is <br />supported by city staff. <br />Public hearing was declared open. <br />With no one speaking the public hearing was declared. closed. <br />Motion was made by Francine Neeley, seconded by James O'Bryan to approve the <br />petition. Motion carried 5 -0. <br />
