9. Consideration of and action on re -approving the Preliminary Plat of Lots 1, 2. 3 and 4, <br />Block A of the Kenn Meeske Addition, LCAD Property ID 50996, located at 4725 Pine <br />Mill ltd <br />Easton states that Kenn Meeske owns a 4.406 -acre tract in the City's extraterritorial <br />jurisdiction along Pine Mill Road to construct a Two -Family Dwelling (2F) residential <br />subdivision ultimately comprised of eight lofts. The property is not zoned, as it is outside <br />of the city limits. A preliminary plat of the subdivision was approved by the Planning & <br />Zoning Commission in February 2017, and because preliminary plat approval expires after <br />12 months, the Commission will need to re -approve the preliminary plat prior to approval <br />of final plat. The owner has submitted a preliminary and final plat of the proposed <br />development consisting of four lots. Water, sewer and the access road have been <br />constructed in conformance with the subdivision regulations. It appears that the plat <br />complies with the City of Paris subdivision regulations. <br />Motion was made by James O'Bryan, seconded by Francine Neeley to approve the <br />preliminary plat. Motion carried 5-0. <br />10. Consideration of and action on the Final flat of Lots 1, 2, 3 and 4, Block of the Kenn <br />Meeske Addition, LCAD Property ID 50996, located at 4725 Pine Mill Rd. <br />Easton states this is the same plat with same comments. <br />Motion was made by James O'Bryan, seconded by Clifton Fendley to approve the final <br />plat. Motion carried 5-0. <br />IL Consideration of and action on re -approving the Preliminary Plat of Lots 1, 2 and 3, <br />Block A of the American SpiralWeld CB355 Addition, LCAD Parcels 18623, 18627, <br />124273, 18921, 18923, 20972 and 115909, located in the 2700 Block of J. Sagan St <br />(formerly 2600 Block of Park St.) <br />Easton states the Paris Economic Development Corporation (PEDC) owns 144.78 acres <br />along the NW Loop 286 and in the Industrial Park along Park Street. In preparation of the <br />American SpiralWeld steel pipe manufacturing development, the PEDC submitted a <br />preliminary plat of the property, creating three lots and laying out easements as needed to <br />accommodate the development. The preliminary plat was approved by the Planning & <br />Zoning Commission in December 2018, and because preliminary plat approval expires <br />after 12 months, the Commission will need to re -approve the preliminary plat prior to <br />approval of final plat. Water and sewer utilities have been extended to the property, and <br />the developer has completed the required relocation of a city water line. The property is <br />currently zoned Heavy Industrial District (HI). The PEDC has submitted a final plat of the <br />property.
