Mr. Path also said there had been some additional requested changes to <br />Schedule A, since there would be no spectators. He said those changes included no advertising <br />would be required by the company, no additional portable toilets would be required, and that <br />SDBA would pay the City $2,500.00 instead of $3,000.00 for use of the Lake and services being <br />provided. Mr. Path said in years past that the fee had been $2,500.00. <br />Paul Allen said that Mr. Carroll planned to spend about $5,000.00 at local restaurants <br />feeding the people participating in this event. Mr. Allen also said they expected to have a least <br />500 room nights at local hotels. <br />Council Member Portugal said it looked as though they were being careful with CoVid <br />protocol, and this looked like a good deal for Paris. Mayor Clifford said his concerns had been <br />addressed and he was in favor of this. Council Member Knox said her concerns were alleviated <br />and this was a great job by everyone. <br />A Motion to approve the agreement made by Council Member Knox and seconded by <br />Mayor Clifford. Motion carried, 7 ayes — 0 nays. Mr. Path confirmed with City Council that this <br />included requested changes to the agreement. <br />12. Discuss and act on RESOLUTION NO. 2020-019: A RESOLUTION OF THE CITY OF <br />PARIS, TEXAS, FINDING THAT ONCOR ELECTRIC DELIVERY COMPANY <br />LLC'S APPLICATION FOR APPROVAL TO AMEND ITS DISTRIBUTION COST <br />RECOVERY FACTOR TO INCREASE DISTRIBUTION RATES WITHIN THE CITY <br />SHOULD BE DENIED; AUTHORIZING PARTICIPATION WITH ONCOR CITIES <br />STEERING COMMITTEE; AUTHORIZING THE HIRING OF LEGAL COUNSEL <br />AND CONSULTING SERVICES; FINDING THAT THE CITY'S REASONABLE <br />RATE CASE EXPENSES SHALL BE REIMBURSED BY THE COMPANY; <br />FINDING THAT THE MEETING AT WHICH THIS RESOLUTION IS PASSED IS <br />OPEN TO THE PUBLIC AS REQUIRED BY LAW; REQUIRING NOTICE OF THIS <br />RESOLUTION TO THE COMPANY AND LEGAL COUNSEL. <br />Finance Director Gene Anderson explained that in early April, Oncor requested a rate <br />increase. Mr. Anderson said staff recommended denial of the rate increase, which would give <br />the OCSC time to evaluate the filing and make a determination. <br />A Motion to approve the Resolution denying the application for rate increase was made <br />by Mayor Clifford and seconded by Council Member Pilgrim. Motion carried, 7 ayes — 0 nays. <br />13. Discuss and act on ORDINANCE NO. 2020-017: AN ORDINANCE OF THE CITY <br />COUNCIL OF THE CITY OF PARIS, TEXAS, EXTENDING THE MAYOR'S <br />DECLARATION OF LOCAL DISASTER FOR PUBLIC HEALTH EMERGENCY <br />AND ORDER DATED MARCH 19, 2020, AS EXTENDED BY RESOLUTION NO. <br />2020-011 AND BY ORDINANCE NO. 2020-014, FOR AN ADDITIONAL THIRTY <br />(30) DAYS; REPEALING THE EXTENSION OF THE CURFEW FOR JUVENILES <br />
