It would be 52 -units, single story apartments with yard maintenance. <br />Most of the tenants are single; therefore, it would not be a lot of additional traffic. <br />Don Wilson, property owner states that if this does not pass then it would be developed <br />with 41 lots of single-family starter homes. He states the Pshigoda Foundation has a <br />positive track record and they would have much less traffic than the development of single- <br />family housing. <br />Public hearing was declared closed. <br />A Motion to deny this item was made by Chad Lindsey, seconded by Cody Adams. Motion <br />failed at 3-3 with Clifton Fendley, Francine Neeley, and Austin Anthony in opposition. <br />A Motion to table this item was made by Francine Neeley, seconded by Cody Adams. <br />Motion carried 6-0. <br />Public hearing to consider and take action regarding the petition Home Vesting LLC for <br />a change in zoning from a General Retail District (GR) to a One -Family Dwelling <br />District No. 2 (SF -2), in the City of Paris, Block 187, Lot 2, LCAD 16984, located at 805 <br />Lamar. <br />Easton states Tamara Sexton with Home Vesting LCC is requesting a change in zoning in <br />order to lease the property for residential use. The site has been previously used for retail <br />and office space. Ms. Sexton purchased this property in April 2020 and immediately <br />leased it as a residential dwelling. The Code Department responded to complaints of <br />trash, at which time the City became aware of the residential use in a retail district. Ms. <br />Sexton is requesting the zoning change in response to the code case; in addition, without <br />the zoning change, she will be unable to lease this property as residential space. The <br />future land use plan calls for this site to be retail use, primarily due to its location along <br />Lamar Avenue, which is a high traffic thoroughfare. The existing land uses in the <br />immediate area include retail, medical office, law office, grocery and fuel station. There <br />are nearby residential properties to the north of Lamar Avenue in the general vicinity of <br />the subject property, but they have access from local streets and face interior to other <br />residential areas. Easton states the Commission should take care to consider this specific <br />request relative to the surrounding land uses and the comprehensive plan. A zoning <br />change for this property alone is not consistent with the long-term goals of the city, as <br />outlined in the future land use plan. Staff recommends denying the request for a zoning <br />change from a General Retail District to a Single Family Dwelling District. <br />
