Public hearing was declared open. <br />The following spoke in favor of the petition: <br />Jeff Starnes, Attorney representing Tamara Sexton <br />Tamara Sexton, owner/applicant <br />Peggy Hearn, tenant of 805 Lamar <br />Steve Clifford, City Mayor, 2050 Silverleaf Dr <br />Public hearing was declared closed. <br />A Motion to approve this item was made by Clifton Fendley, seconded by Francine <br />Neeley. Motion carried 5-1 with Chad Lindsey in opposition. <br />8. Public hearing to consider and take action regarding the petition of Monte Moore for a <br />change in zoning from a General Retail District (GR) to a Neighborhood Service District <br />(NS), in the City of Paris, Block 249, Lot PT 35-D, LCAD 108624, located in the 3000 <br />Block of Clarksville. <br />Easton states that Monte Moore owns the subject property currently zoned General Retail <br />as well as the adjacent property that is already zoned Neighborhood Service. The owner <br />proposes to construct duplexes at the end of Pride Circle. Duplexes are allowed in a <br />Neighborhood Service zoning district, but access would be most appropriate from <br />Clarksville Street instead of Pride Circle, as it is a low-density residential district. A <br />development of the subject lot for multi -family structures would be best served by the <br />extension of Pride Circle to Clarksville Street, or creating access from Clarksville Street <br />instead of from Pride Circle. <br />Public hearing was declared open. <br />Monte Moore, 530 Laurel Ln, is the owner/developer and he wants to develop duplexes <br />facing Clarksville Street and reserve the back portion of this property for three single- <br />family lots on the Pride Circle side. He states he does not think it is necessary to extend the <br />street through to Clarksville Street because there is only 700 feet to Johnson Woods Dr <br />with little to no traffic there. He proposes a cul de sac as an option. <br />Don Wilson, 3110 Stacy Ln, states he supports this item with a caveat of not extending <br />Pride Circle through to Clarksville Street. Based on comments from the following they are <br />also in support of the zoning change but are opposed to extending Pride Circle through to <br />Clarksville Street: <br />Guy England, 3065 Pride Circle <br />
