Regular Council Meeting <br />August 24, 2020 <br />Page 4 <br />Mayor Clifford opened the public hearing and asked for anyone wishing to speak in <br />support or opposition of this zoning change, to please come forward. Louis Yates, 1815 <br />Majestic, spoke in support of this zoning change on behalf of Joel Scott. He inquired how long <br />the property had been zoned Light Industrial. Ms. Easton said the maps reflected pre 1981. <br />Robert Giberson wanted to know if the area was rezoned how that would affect his property. <br />City Attorney Stephanie cautioned they were getting off the agenda topic. With no one else <br />speaking, Mayor Clifford closed the public hearing. <br />Council Member Hughes said he saw no reason that this property should not be rezoned <br />as residential. <br />A Motion to approve the zoning change was made by Council Member Savage and <br />seconded by Council Member Portugal. Motion carried, 6 ayes — 0 nays. <br />16. Conduct a public hearing, discuss and act on ORDINANCE NO. 2020-032: AN <br />ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, <br />AMENDING ZONING ORDINANCE NO. 1710 OF THE CITY OF PARIS, TEXAS, <br />AS HERETOFORE AMENDED, SO AS TO REZONE CITY OF PARIS BLOCK 6, <br />LOT 7 LOCATED AT 114 S.E. 1 ST STREET, IN THE CITY OF PARIS, LAMAR <br />COUNTY, TEXAS, FROM A CENTRAL AREA (CA) TO A CENTRAL AREA <br />DISTRICT (CA) WITH A SPECIFIC USE PERMIT (SUP) FOR A TATTOO SHOP; <br />DIRECTING A CHANGE ACCORDINGLY IN THE OFFICIAL ZONING MAP OF <br />THE CITY; PROVIDING A REPEALER CLAUSE, A SEVERABILITY CLAUSE, A <br />SAVINGS CLAUSE, A PENALTY CLAUSE; AND PROVIDING AN EFFECTIVE <br />DATE. <br />Ms. Easton explained that Candra Wyatt, on behalf of Mossie Kines, was requesting a <br />change in zoning to allow for a Tattoo Shop on the property, and that this location had been used <br />in the past as a tattoo shop. Ms. Easton also said that the Planning and Zoning Commission <br />unanimously approved this zoning change, and staff recommended the zoning change. <br />Mayor Clifford opened the public hearing and asked for anyone wishing to speak in <br />support or opposition of this zoning change, to please come forward. Candra Wyatt spoke in <br />support of the zoning change, citing she was a fine artist not just a tattoo artist. With no one else <br />speaking, Mayor Clifford closed the public hearing. <br />A Motion to approve this item was made by Council Member Knox and seconded by <br />Council Member Portugal. Motion carried, 6 ayes — 0 nays. <br />17. Discuss and appoint one member to fill a vacant position on the Airport Advisory Board. <br />Mayor Clifford said the next name on the tally list was Jeff Sugg, and asked Council if <br />they wanted to appoint Mr. Sugg or nominate another person. <br />
