Regular Council Meeting <br />August 24, 2020 <br />Page 5 <br />A Motion to nominate Jeff Sugg was made by Council Member Pilgrim and with no <br />other nominations being made, Mayor Clifford asked for a vote. Jeff Sugg was appointed to the <br />Airport Advisory Board. <br />18. Discuss and provide direction on any necessary edits to the proposed budget for fiscal <br />year 2020-2021. <br />City Manager Grayson Path explained there was a mistake on one of his slides at the last <br />City Council meeting. In summary, he previously mentioned $650,000 was from reserves <br />balancing the budget but he said that was not the case. Prior to him getting to Paris, he said there <br />were two amendments to the budget plus a $20,000 software error, but that it did not change <br />anything and that the conclusion was the same. Council Member Pilgrim said there was about <br />$510,000 they did not spend out of one of the amendments, and Mr. Path said that was correct in <br />that the City did not spend all of it but that it was budgeted. Council Member Pilgrim confirmed <br />with Mr. Path $120,000 was spent on the police department phone system. Council Members <br />Portugal and Pilgrim said they were both pleased with this budget, and especially lowering of the <br />tax rate. Mr. Path inquired if there were any changes to the proposed budget. Mr. Path said the <br />next two items were calling public hearings as required by law. <br />19. Discuss and act on RESOLUTION NO. 2020-045: A RESOLUTION OF THE CITY <br />COUNCIL OF THE CITY OF PARIS, TEXAS, CALLING A PUBLIC HEARING FOR <br />SEPTEMBER 14, 2020 ON THE CITY MANAGER'S PROPOSED BUDGET FOR <br />FISCAL YEAR 2020-2021; MAKING OTHER FINDINGS AND PROVISIONS <br />RELATED TO THE SUBJECT; AND PROVIDING AN EFFECTIVE DATE. <br />A Motion to approve this item was made by Mayor Clifford and seconded by Council <br />Member Portugal. Motion carried, 6 ayes — 0 nays. <br />20. Discuss and act on RESOLUTION NO. 2020-046: A RESOLUTION OF THE CITY <br />COUNCIL OF THE CITY OF PARIS, TEXAS, CALLING A PUBLIC HEARING TO <br />RECEIVE PUBLIC COMMENT ON THE CITY'S PROPOSED PROPERTY TAX <br />RATE FOR FISCAL YEAR 2020-2021; MAKING OTHER FINDINGS AND <br />PROVISIONS RELATED TO THE SUBJECT; AND PROVIDING AN EFFECTIVE <br />DATE. <br />A Motion to approve this item was made by Council Member Hughes and seconded by <br />Council Member Savage. Motion carried, 6 ayes — 0 nays. <br />21. Discuss and approve the confirmation of the City Manager's appointment of Thomas <br />McMonigle as Interim Fire Chief and Randy Tuttle as Interim Chief of Police, pursuant <br />to Texas Local Government Code 143.013(a)(1). <br />City Manager Grayson Path explained during a consultation with retained Civil Service <br />legal counsel, it was learned that the Interim Chief of Police and Interim Fire Chief needed to be <br />appointed by the chief executive officer and confirmed by the governing body in order to serve <br />
