4. Receive presentation regarding the Capital Improvement Project, and discuss. <br />In a telephone conference Katie Cromwell, representative of Texas Department of <br />Transportation Aviation assigned to Cox Field, explained that Paris Cox Field was in line <br />for a $2.7 million upgrade with federal funds in 2022 if the City could come up with <br />approximately $294,000 which represents the 10% match required. Ms. Cromwell further <br />explained that Runway 1735 was overdue for pavement maintenance and a high priority. <br />She stated that the City would need to provide a $19,000 match for $270,000 in engineering <br />costs with design work scheduled to begin October 2021 and another $275,000 match <br />would be due before construction began in October 2022. <br />Ms. Cromwell discussed with the Board the $600,000 capital improvement request <br />submitted by the City in May for a 375 -foot extension and vehicle access to allow for new <br />hangar construction. She said a 10% match would be required. When asked about private <br />investors building new hangars, Ms. Cromwell explained that federal funds could only be <br />used for publicly owned projects such as city owned hangars. Mr. Avery said hangars built <br />by private individuals on city -owned land reverted back to the City after 30 years and asked <br />if that potentially met the requirements. Ms. Cromwell said that was a potential gray area <br />and she would have to address this with the compliance officer and report back. <br />5, Receive presentation of the Cox Field Master Plan and RAMP Plan. <br />Prior to moving to item 5, Mr. Dacus asked if they could make to item 2 because Collin <br />Hadley wanted to speak. After hearing from Collin Hadley, Mr. Avery moved back to item <br />5. <br />Derek Dacus stated as to the Cox Master Plan, items 1-3 had been completed but not item <br />4. Mr. Dacus reported that item 7 was moved forward because it was a priority to complete <br />J Hangars. Mr. Dacus said J Hangars were completed. With regard to the RAMP Grant, <br />Mr. Dacus said that the city had spent approximately $7,000.00. Scott Hearne inquired <br />about the $69,000 CARES Act fund. Mr. Dacus said it was his understanding that the <br />CARE Act fund could be spent on airport expenses. <br />
