I . Public hearing to act on a petition by the City of Paris to adopt an ordinance amending <br />the zoning map for the Colonial Parks Estates Addition Phase II from an Agricultural <br />District (A) to a One -Family Dwelling District No. 1 (SF -1). <br />Mack states that following the Commission's discussion at the June 16, 2021 work <br />session, the City of Paris initiated a map amendment to establish permanent zoning for <br />this area. The required public notices were initiated and the hearing scheduled. The <br />subject area is zoned Agricultural. Under the Future Land Use Map this area is guided for <br />Low Density Residential. The current land uses are primarily single-family homes on <br />1.5+ acre lots. The land area to the North is zoned Agricultural to be reviewed at a future <br />date for amendment due to the temporarily classified district. Staff recommends approval. <br />The public hearing was declared open. With no one speaking, the public hearing was <br />declared closed. ' <br />A motion was made by Michael Mosher, seconded by Clifton Fendley to approve the <br />petition. Motion carried 5-0. <br />12. Consideration of and action on the Final Plat of Lot 1, Block A of the Mihir Pankaj 318 <br />Addition, LCAD Property ID 18785, located at 3143 NE Loop 286. <br />Mack states the applicant has requested approval for a final plat for the parcel located at <br />3143 NE Loop 286 containing 4.5467 acres. The subject property is the planned future <br />home of the Home2Suites extended stay hotel. The preliminary plat for this project was <br />approved by the Planning Commission on November 2, 2020. A number of <br />considerations have been addressed. The final plat is subject to the following conditions: <br />1. Median closure prior to issuance of the CO. <br />2. Civil site constriction plans subject to city engineer and TXDOT approval. <br />3. The final construction engineering plans shall be approved by the city engineer <br />prior to issuance of a building permit and to commencing site construction. <br />Commissioners discussed and agreed to remove all TXDOT conditions that the city has <br />no control over. Mack states that this is not a condition being imposed on the <br />development by city staff. When staff conducts a plat review, we invite the relevant <br />agencies that have some role and in this case, the developments access to the site is from <br />the trunk highway. It is a courtesy that the city accepts their suggestions and translates <br />those from our partner agencies into approval conditions as you have seen on other <br />projects that go beyond the city's scope. In this case, the city is trying to acknowledge <br />and work with our partner governmental agencies. Commissioners expressed not wanting <br />to hold up development and requests all TXDOT conditions be removed. <br />A <br />
