8. Public hearing to consider and take action regarding the petition Benny Brown for a change in <br />zoningfrom a Neighborhood Service District (NS) to a Neighborhood Service District (NS) <br />with a Specific Use Permit (SUP) for a single-family residence in the City of Paris, Block <br />311, Lot front PT 16, located at 3660 Clarksville Street- LOAD 18693. <br />Mack states that Benny Brown, current owner, and Richard Deverell, current occupant and <br />new buyer, requested an SUP with the discontinuance of an existing pet grooming business <br />and to continue occupying the single-family residence for only residential purposes. The <br />property is in an NS District on property located at 3660 Clarksville. The 512 st detached <br />business structure was originally constructed in 2005 by Pam Russell for a pet grooming <br />operation and she also lived in the residence at that time. This year in 2021 the City <br />approved amendments to the permitted land uses for the NS District which now require an <br />SUP for a single family residence. The residents are also unable to receive residential water <br />service and home garbage pick-up as result of the former business status of the property. <br />Therefore, the SUP is required to address these concerns. No other changes to the structures <br />are planned. Staff recommends approval of the SUP, subject to the following conditions: <br />1. The SUP shall expire and terminate with a change in occupancy converting the <br />residence accessory structure back to a business use, unless approved by <br />amendment to the SUP. <br />The public hearing was declared open. <br />Crystal Deverell states that she moved in last month and need to get the water account <br />changed from commercial to residential as they will not have any business use at this <br />location. <br />With no one else speaking the public hearing was declared closed. <br />A motion was made by Michael Mosher, seconded by Tylesha Ross -Mosley to approve the zoning <br />change. Motion carried 6-0. <br />9. Consideration of and action on the Preliminary Plat of the Bray Addition, Lot 1, Block A, <br />LCAD Property ID 18178 and 18179, located at 2354-2356 E Cherry Street. <br />Mack states the applicant requested preliminary plat approval for the construction of six <br />two-family residences. The subject property was recently rezoned to W-1. The site is <br />approximately 0.95 acres. The minimum lot dimension requirements for the plat are met <br />and all setbacks can be met. A private driveway is planned for access to the individual <br />residences and all utilities to be provided on-site will be private. There are minor revisions <br />for the submission requirements for both the preliminary and final plats that still need to <br />be met. Staff recommends approval of both the Preliminary and Final Plat with the <br />following conditions: <br />4 <br />
