previously approved and what is now requested remains in question as far as the plat <br />boundaries. A plan for development of the site was not provided by the applicant. The <br />property is zoned Commercial. <br />Revisions for submission requirements and approval of the preliminary & final plats can <br />still be met with cooperation of the applicant and his surveyor. It does, however, make it <br />challenging on staff under the new provisions of the plat submittal shot -clock in Texas <br />State Law to respond to inaccuracies of a clearer boundary summary, new preliminary plat <br />and application documents when advanced communication with the applicant is absent. <br />This is not the usual case for the development process in our City, but staff believes the <br />details can be worked out through revisions to the preliminary and final plats. An initial <br />approval with modification conditions that will address these uncertainties before the <br />applicant returns an application to the Planning & Zoning Commission with appropriate <br />revisions to the preliminary plat; along with simultaneous review and approval of a final <br />plat can be achieved. <br />Staff recommends approval of the Preliminary Plat with the following conditions: <br />1. The application, re -plat title block, signature block and all other provisions of the <br />submitted re -plat shall be revised to read as a preliminary plat and shall be re- <br />submitted to the Planning & Zoning Commission for approval as a preliminary plat. <br />2. The final plat may be submitted with the revised preliminary plat for review and <br />approval by the Planning & Zoning Commission and the City Council. <br />A motion was made by Francine Neeley, seconded by Tylesha Ross -Mosley to approve the <br />preliminary plat with noted conditions. Motion carried 5-0. <br />7. Consideration of and action on the Preliminary Plat of the Southside Baptist Youth <br />Addition, Lot 1, Block A, LCAD Property ID 110901, located at 610 Jefferson Rd. <br />Mack states the applicant requested preliminary & final plat approvals for the construction <br />of a new youth activities building on the subject property. It contains approximately 5 <br />acres. The proposed building will replace the previous structure in approximately the <br />same location. The previous structure sustained complete loss damages due to a fire. The <br />property is currently zoned Ag which permits a principal use of the property for a religious <br />institution as previously approved. The minimum lot dimension requirements for the plat <br />are met and all setbacks can be met. <br />Staff recommends approval of the Preliminary and Final Plats, subject to the following <br />conditions: <br />1. The rear 5 ft. building setback line is depicted but shall be changed to the minimum <br />required 10' setback and shown on both the preliminary and final plats. <br />
