10. Consideration of and action on the Final Plat of the Lawrence Addition, Lot 1, Block A, LCAD Property ID 15514, located at 1049 NW 71 Street. Mack states this is the same subject and comments for the final plat. Staff recommends approval with noted conditions. A motion was made by Clifton Fendley, seconded by Tylesha Ross -Mosley to approve the final plat with noted conditions. Motion carried 5-0. 11. Consideration of and action on the Preliminary Plat of the North Lamar ISD New Elementary School Addition, Lots 1 and 2, BlockA, LCAD Property ID 125581, located in the 3200 Block of N Main Street. Mack states the applicant North Lamar ISD requested preliminary plat approval for the construction of a new elementary school on the subject property. Public improvements for the project include a new collector street and sidewalk to be located at the current north entrance to the NISD Administrative Offices parking lot with a new intersection on TH 271 (Main Ave. N). New water & sewer improvements in conjunction with the project development on and off-site are planned. Connections of the site public and private utilities are available to existing services adjacent to a water main along TH 271 and to the south for sewer on the Lamar High School property. The site contains approximately 35 acres and is zoned Commercial which permits a school. As a part of the project, the City is requiring a collector street to be constructed in accordance with the City's approved Master Thoroughfare Plan. Preliminary discussions have been held with the City Staff and School Board regarding the potential cost sharing of a portion of the oversizing for the public street into the site not originally planned for by the district. This subject will be taken up by the City Council in conjunction with the site civil construction improvements now being developed by the engineers for the school district. There are a number of continents regarding the preliminary plat that have been identified in conjunction with the review and approval of the preliminary plat by the Planning & Zoning Commission. These comments for revisions to both the plat and civil construction documents can be addressed by the applicant and their project team prior to permitting the site civil work construction to commence upon approval by the City Engineer. Staff recommends approval of the Preliminary Plat for the North Lamar New Elementary School, subject to the following condition: 1. The water main size on TH 271 size shall be labeled.
