10. Consideration of and action on the Final Plat of the Lawrence Addition, Lot 1, Block A, <br />LCAD Property ID 15514, located at 1049 NW 71 Street. <br />Mack states this is the same subject and comments for the final plat. Staff recommends <br />approval with noted conditions. <br />A motion was made by Clifton Fendley, seconded by Tylesha Ross -Mosley to approve the final <br />plat with noted conditions. Motion carried 5-0. <br />11. Consideration of and action on the Preliminary Plat of the North Lamar ISD New <br />Elementary School Addition, Lots 1 and 2, BlockA, LCAD Property ID 125581, located in <br />the 3200 Block of N Main Street. <br />Mack states the applicant North Lamar ISD requested preliminary plat approval for the <br />construction of a new elementary school on the subject property. Public improvements for <br />the project include a new collector street and sidewalk to be located at the current north <br />entrance to the NISD Administrative Offices parking lot with a new intersection on TH <br />271 (Main Ave. N). New water & sewer improvements in conjunction with the project <br />development on and off-site are planned. Connections of the site public and private utilities <br />are available to existing services adjacent to a water main along TH 271 and to the south <br />for sewer on the Lamar High School property. The site contains approximately 35 acres <br />and is zoned Commercial which permits a school. <br />As a part of the project, the City is requiring a collector street to be constructed in <br />accordance with the City's approved Master Thoroughfare Plan. Preliminary discussions <br />have been held with the City Staff and School Board regarding the potential cost sharing <br />of a portion of the oversizing for the public street into the site not originally planned for by <br />the district. This subject will be taken up by the City Council in conjunction with the site <br />civil construction improvements now being developed by the engineers for the school <br />district. <br />There are a number of continents regarding the preliminary plat that have been identified <br />in conjunction with the review and approval of the preliminary plat by the Planning & <br />Zoning Commission. These comments for revisions to both the plat and civil construction <br />documents can be addressed by the applicant and their project team prior to permitting the <br />site civil work construction to commence upon approval by the City Engineer. <br />Staff recommends approval of the Preliminary Plat for the North Lamar New Elementary <br />School, subject to the following condition: <br />1. The water main size on TH 271 size shall be labeled. <br />
