Motion carried, 7 ayes — 0 nays. <br />11. Discuss the fees for the Downtown Vacant Building Registry, and provide direction to <br />staff. <br />Mayor Portugal said when the Downtown Vacant Building Registry was approved by the <br />City Council, it was her understanding that the registration fee was to go up $100.00 every year <br />but it had been going up $50.00 a year. Planning Director Andrew Mack said there were 39 <br />vacant properties in Historic District One. Mayor Portugal expressed concern as to whether or <br />not the registry had been a deterrent for these buildings that were being used as cheap storage, <br />and thought they should probably increase the fee. Council Member Savage wanted to know <br />when these were taken to municipal court were the fees being collected. Mr. Path said there <br />were some exceptions but they did have about a dozen property owners that need to pay the <br />vacant building registry fee. Council Member Knox inquired if having this registry was making <br />a difference. Mr. Path said yes, it was one of the factors. Mayor Portugal said they were required <br />to provide the City proof of insurance, as well as inspections were to be done by the City. Mr. <br />Path said if City Council wanted to increase the fee, Staff could bring something back to them. <br />Council Member Pankaj said they needed to put a little more heat on this. Mayor Portugal said <br />she would like to see better tracking and a comparison from year to year. Council Member <br />Pankaj said he would like the City Council to get a quarterly status report. Council Member <br />Pilgrim expressed concern about the downtown storage and the possibility of fires. Council <br />Member Knox said it would be nice to monitor this, receive more information, keep the current <br />fees and look at this again in a month or so. Mayor Pro -Tem Hughes agreed with Council <br />Member Knox. <br />12. Receive update from Garver Engineering on the Wastewater Plant Project. <br />Utilities Director Doug Harris said Garver was finalizing design and preparing to <br />advertise for Phase I construction bids starting this summer. He introduced Lance Clement with <br />Garver, who gave an update on the Project. Mr. Clement reviewed slides of the existing site, the <br />proposed site overview, construction phasing, TCEQ submission, primary clarifiers, final <br />clarifiers, aeration basins, and sludge dewatering. He said to allow for budgetary flexibility of <br />Phase I, Phase II design would be completed after the Phase I bid award, and anticipated that in <br />the summer of 2024 Phase I construction would be completed. Mr. Clement answered questions <br />from City Council. Mayor Portugal said the current plan was built shortly after World War II, <br />and that Mr. Harris and his staff had done a great job keeping it going. Council Member Pilgrim <br />expressed appreciation to staff for being proactive and keeping the plant running. Mayor Pro - <br />Tem Hughes commended Mr. Harris and his staff and said he had toured the facility several <br />times. <br />13.
