Regular Council Meeting <br />April 11, 2022 <br />Page 5 <br />JEFFREY S. BROWN; MAKING OTHER FINDINGS AND PROVISIONS RELATED <br />TO THE SUBJECT; AND DECLARING AN EFFECTIVE DATE. <br />City Planner Andrew Mack said this was a 5 In 5 Agreement with Jeffery Brown for the <br />construction of three new duplexes, who was unable to be at the meeting due to health issues. <br />Mr. Mack introduced Mr. Brown's contractor Adam Bolton. Mr. Bolton explained the project <br />consisted of three new duplexes, one of which would be wheel chair accessible for Mr. Brown. <br />Mr. Bolton expressed his appreciation to the City Staff and stated how easy it had been to work <br />with them. <br />A Motion to approve this item Council Member Knox and seconded by Council Member <br />Pankaj. Motion carried, 7 ayes — 0 nays. <br />14. Receive presentation from staff about the new Community Development On -Line <br />Permitting, Management and Information System Overview. <br />Mr. Mack introduced new Building Official Duke McGee and Assistant Building Official <br />James Hooten. Mr. McGee explained that Staff had been working on developing a Building and <br />Development Manual for Paris, and then presented each Council Member with a manual. He <br />said the intent was to utilize this tool to not only improve the quality of communications with the <br />development customer base, but to improve the level of consistency for the building and <br />development process. Mr. McGee said on April 1St City Staff initiated a new On -Line <br />Permitting, Management and Information System to better assist the general public, developers, <br />contractors, engineering and architectural firms through the development process. He also said <br />that the permitting system, as defined in the Development Process Manual had been <br />implemented and integrated into the City's MyGov software suite. He reviewed the goals of the <br />new system and set out the manner in which to accomplish the goals. Mr. McGee reported that <br />informational handouts, instructional sheets and checklists had been created to inform and <br />educate developers, general contractors, business owners and the public. <br />15. Discuss and act on RESOLUTION NO. 2022-030: A RESOLUTION OF THE CITY <br />COUNCIL OF THE CITY OF PARIS, TEXAS, INDICATING SUPPORT FOR THE <br />PROPOSED FORESTBROOK ESTATES MIXED USE DEVELOPMENT TO BE <br />LOCATED AT 3375 JEFFERSON ROAD, PARIS, TEXAS, MAKING OTHER <br />FINDINGS AND PROVISIONS, AND PROVIDING AN EFFECTIVE DATE. <br />Mayor Portugal said prior to discussing this item she was going to convene City Council <br />into executive session under Section 551.087. City Attorney Stephanie Harris suggested they <br />take up matters 16 A, B, and C. <br />Council Member Pankaj said for the record, he had recused himself on item 16C. City <br />Attorney Stephanie Harris said there would need to be a Motion. A Motion to allow Council <br />Member Pankaj to recuse himself from 16C was made by Council Member Pilgrim and seconded <br />by Council Member Knox. Motion carried, 7 ayes — 0 nays. <br />
