Regular Council Meeting <br />August 22, 2022 <br />Page 9 <br />A Motion to approve this item was made by Council Member Pankaj and seconded by <br />Council Members Moore and Knox. Motion carried, 7 ayes — 0 nays. <br />25. Discuss and act on ORDINANCE NO. 2022-060: AN ORDINANCE OF THE CITY OF <br />PARIS, TEXAS, ALLOWING EMPLOYEES OF THE FIRE DEPARTMENT AS <br />DESCRIBED HEREIN TO PARTICIPATE IN THE TEXAS MUNICIPAL <br />RETIREMENT SYSTEM ("TMRS"); PROVIDING FOR REPEAL OF ORDINANCES <br />IN CONFLICT; AND PROVIDING AN EFFECTIVE DATE. <br />City Manager Grayson Path said to complete the second step of this process, that the City <br />Council had an Ordinance before them approving TMRS participation for all Fire Department <br />Members. Mr. Path explained this was a requirement of the State of Texas Statute for choosing <br />to join TMRS. <br />A Motion to approve this item was made by Mayor Pro -Tem Hughes and seconded by <br />Council Member Pilgrim. Motion carried, 7 ayes -- 0 nays. <br />26. Discuss and provide direction on any necessary edits to the proposed budget for FY <br />2022-2023. <br />Grayson Path outlined the budget process to date beginning with the August 8th City <br />Council meeting and the special budget workshop on August 11 t", at which time the budget was <br />presented and presentations about each department were heard. Mr. Path inquired if anyone had <br />any changes to the budget and said if so, they could take a recess and make those changes. <br />Mayor Portugal confirmed that budgeted items could not be spent until October 1St. She <br />inquired if they could move forward with selecting a consultant for the Grand Theatre Project <br />and Mr. Path said yes, but that they could not spend funds until October 1St <br />Mr. Path confirmed with City Council there were no changes to be made to the budget. <br />27. Discuss and act on RESOLUTION NO. 2022-063: A RESOLUTION OF THE CITY <br />COUNCIL OF THE CITY OF PARIS, TEXAS, CALLING A PUBLIC HEARING FOR <br />SEPTEMBER 12, 2022 ON THE CITY MANAGER'S PROPOSED BUDGET FOR <br />FISCAL YEAR 2022-2023; MAKING OTHER FINDINGS AND PROVISIONS <br />RELATED TO THE SUBJECT; AND PROVIDING AN EFFECTIVE DATE. <br />Finance Director Gene Anderson said a public hearing on the proposed budget was <br />required by Section 50 of the City Charter and Section 102.006 of the Local Government Code. <br />He asked the City Council to adopt a resolution calling for a public hearing on the 2022-23 <br />proposed City budget on September 12, 2022. <br />A Motion to approve this item was made by Council Member Pankaj and seconded by <br />Council Member Pilgrim. Motion carried, 7 ayes - 0 nays. <br />
