Discuss and act on RESOLUTION NO. 2022-064: A RESOLUTION OF THE CITY <br />COUNCIL OF THE CITY OF PARIS, TEXAS, CALLING A PUBLIC HEARING TO <br />RECEIVE COMMENT ON THE CITY'S PROPOSED PROPERTY TAX RATE FOR <br />FISCAL YEAR 2022-2023; MAKING OTHER FINDINGS AND PROVISIONS <br />RELATED TO THE SUBJECT; AND PROVIDING AN EFFECTIVE DATE. <br />Finance Director Gene Anderson said a public hearing on the proposed tax rate was <br />required by Chapter 26 of the Texas Tax Code and asked the City Council to approve a <br />resolution calling for the public hearing on September 12, 2022. <br />A Motion to approve this item was made by Council Member Savage and seconded by <br />Council Member Pilgrim. Motion carried, 7 ayes — 0 nays. <br />29. Discuss and act in support of the proposed tax rate prior to public hearing on same. <br />Finance Director Gene Anderson explained the State Comptroller had developed seven <br />different versions of the form to be used and that cities determined which form to use based on <br />several factors. He said based on the factors set out, that the City of Paris must use State <br />Comptroller Form 50-876 which included a record vote by Council Members indicating their <br />support or opposition to the "Proposed Tax Rate." <br />Council Member Pilgrim confirmed with Mr. Anderson that the tax rate was going down. <br />Mr. Path added that the M and O stays flat. <br />A Motion to approve this item was made by Council Member Pilgrim and seconded by <br />Council Member Knox. Motion carried, 7 ayes — 0 nays. <br />30. Discuss and act on RESOLUTION NO. 2022-065: A RESOLUTION OF THE CITY <br />COUNCIL OF THE CITY OF PARIS, TEXAS AMENDING THE POLICIES AND <br />PROCEDURES FOR BOARDS AND COMMISSIONS TO INCLUDE A DEADLINE <br />FOR RECEIVING APPLICATIONS; MAKING OTHER FINDINGS RELATED TO <br />THE SUBJECT; AND DECLARING AN EFFECTIVE DATE. <br />Mayor Portugal said she placed this item on the agenda because when an application <br />comes in late, there were many procedures that must be followed by staff and there are some <br />Council Members who may work and not have time to check their e-mails on the day of the <br />meeting. She also said staff was the Council's best resource. <br />City Attorney Stephanie Harris said the resolution before them included a deadline of one <br />week prior to appointments being made. Council Member Pankaj said this was a good policy. <br />Council Member Savage said it would eliminate confusion. <br />A Motion to approve this item was made by Council Member Savage and seconded by <br />Council Member Pilgrim. Motion carried, 7 ayes — 0 nays. <br />
