For the purposes of this contract and i.ts fulfillment, survev refer, to <br />the definition of IWOHNivo Survev n:; outlined in tW Kccr�t.uv of ihe_ lnicrior's <br />I Guidelines for Identification. It sould include a comprehens ve gatherin_g of detail- <br />ed data on the historic and physical character of a clearly delineated geographic re- <br />gion through fieldwork and historical research. It should form the basis for a Com- <br />prehensive Preservation Plan for this area as defined in the Secretar✓ of_the Inter- <br />ior's Standards and Guidelines for Preservation Planninm. In order that thi_s survey <br />be comprehensive, the professional hired by the Curttil,_tor shall examine all of the <br />resources in the City of Paris _ -_ --- _ , except those in areas that have <br />been determined through map and historical research, local contact, or experience to <br />be inaccessible cr highly unlikely to yield historical ar cultural. resources. <br />Sec. 5. The Contractor shall conduct reviews pursuant to Art. 6145, V.T.C.S. <br />and Sec. 106, P.L. 89 -665, as may be periodically requested by the Commission for <br />the purpose of determining impact on historical properties. <br />Sec. 6. The completed survey forms, contact sheets, label sheets, photo- <br />graphic negatives, and final report generated by the work of the Contractor <br />under the provisions of this Agreement shall be the property of the Commission. <br />The Commission shall be permitted access to all notes, photographic negatives, <br />color slides, and other materials generated as a result of this contract, but <br />will return to the Contractor all materials not required for fulfillment of this <br />contract by the Commission. <br />Sec. 7. The staff employed by the Contractor shall, meet the criteria for <br />employment as prescribed by the commission, In addition, the Commission will <br />advertise and solicit resumes via national and local advertisement of Tersons pos- <br />sessing the qualifications as stated in Attachment I attached to this Agreement. <br />The Commission will submit to the Contractor resumes of qualified applicants <br />from which the Contractor may select to undertake contractual requirements. In <br />all cases the person(s) employed by the Contractor to complete the work specified <br />in Sec. 1 must meet with the approval of the Commission. The professional hired <br />must also attend an orientation session with the Commission's D.'acional Register <br />staff prior to commencing survey work. <br />Sec. 8. The Contractor shall keep accurate financial records availablee for <br />audit by the Commission or by Federal_ auditors at all times in accordance with <br />Federal Management Circulars A .87 and O:iB A 102 (Revised) and the Grants Management <br />Manual of the Office of Archeology and Historic Preservation, National. Park Service, <br />U.S. Department of the Interior. <br />Sec. 9. All grant funds shall be spent in the manner and amounts specified <br />in the approved detailed Budget, a copv of which is attached to this document as <br />Attachment IV. <br />Sec. 10. The survey work covered by this Agreement shall begin September 4 <br />19 84, and be completed by July 31 _, 19 85. If for any reason <br />the survey work is not completed by such date or if this Agreement is cancelled <br />due to Contractor's default, then all amounts paid under this Agreement shall be <br />immediately due and repayable to the Commission. It is further agreed that all <br />materials stipulated in Sections 3 and 6 and all reimbursement requests be <br />submitted to the Commission by August 31., 198b <br />Sec. 11. All documents referred to herein are hereby specifically adopted <br />as part of this Agreement, as is set forth herein. <br />
