Regular Council Meeting <br />November 14, 2022 <br />Page 3 <br />14. Discuss, conduct a public hearing and act on ORDINANCE NO. 2022-077: AN <br />ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, <br />APPROVING A MINOR MASTER THOROUGHFARE PLAN AMENDMENT BY <br />REMOVING THE ENTIRE SEGMENT OF THE PROPOSED MAJOR ARTERIAL <br />ROADWAY BETWEEN FM 195 AND LAMAR AVENUE (US 82) PROVIDING A <br />REPEALER CLAUSE, A SEVERABILITY CLAUSE, AND A SAVINGS CLAUSE; <br />MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; <br />PROVIDING AN EFFECTIVE DATE. <br />Planning Director Andrew Mack said City Staff believed that the origin of this segment <br />of the Plan pre -dated the majority of development in this portion of the City over the past 30 <br />years. He said City Staff strongly recommended that this entire segment be temporarily removed <br />in its entirety which would afford plenty of additional time for the City to study this portion of <br />the future extension of the arterial out into the future growth area of the Northwest portion of the <br />City, in order to accommodate new development over time. Mr. Mack said that the Planning and <br />Zoning Commission unanimously recommended approval of this change. <br />Mayor Portugal opened the public hearing and asked for anyone wishing to speak in <br />support or opposition of this amendment, to please come forward. Richard Thompson, 3206 <br />Bonham, he said he was not for or against this but they City might want to talk to TxDOT to get <br />a plan where it ties into 271. Steve Walker, attorney and son-in-law of Terry and Sandra <br />Fitzgerald, said the property owners were not made aware of changes proposed in 15 and 16 and <br />opposed those changes because the segment of road proposed was going to go right through his <br />in-laws and properties of their neighbors and would have negative effects. Mr. Walker said his <br />clients did not oppose this option. <br />A Motion to approve this item was made by Council Member Pilgrim and seconded by <br />Council Member Savage. Motion carried, 6 ayes — 0 nays. <br />15. Discuss, continue the public hearing and act on the petition of the City of Paris for a <br />Minor Master Thoroughfare Plan Amendment altering part of the proposed minor arterial <br />roadway section A-3, on LCAD Parcel 50218, A7 Askins Survey, Tract 8, located at <br />2330 N.E. 36111 Street. <br />A Motion to remove this item from the table was made by Council Member Pankaj and <br />seconded by Council Member Pilgrim. Motion carried, 6 ayes — 0 nays. <br />Mr. Mack said the Planning and Zoning Commission tabled this item and item 16 at their <br />October 3rd meeting, and that City Council also tabled action on these items pending action on <br />item 14. Mr. Mack recommended denial of items 15 and 16. <br />Mayor Portugal continued the public hearing. With no one speaking, Mayor Portugal <br />closed the public hearing. <br />
