Discuss, continue the public hearing and act on the petition of Ryan Whitaker for a Minor <br />Master Thoroughfare Plan Amendment altering part of the proposed minor arterial <br />roadway section A-3, on LCAD Parcel 50201, in the City of Paris, Block 317, Lot PT 10, <br />A7 Askins Survey, located in the 2300 Block of N.E. 36th Street. <br />A Motion to remove this item from the table was made by Council Member Pankaj and <br />seconded by Council Member Pilgrim. Motion carried, 6 ayes — 0 nays. <br />Mayor Portugal continued the public hearing. With no one else speaking, Mayor Portugal <br />closed the public hearing. <br />A Motion to deny this item was made by Council Member Savage and seconded by <br />Council Member Pilgrim. Discuss, conduct a public hearing and act on ORDINANCE NO. 2022-078: AN <br />ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS <br />CONSIDERING THE PETITION FOR A COMPREHENSIVE PLAN AMENDMENT <br />FROM LOW DENSITY RESIDENTIAL (LDR) TO HIGH DENSITY RESIDENTIAL <br />(HDR) IN THE CITY OF PARIS, BLOCK 317, LOT PT OF 5, A208 CROW SURVEY, <br />LOCATED AT 4065 PINE MILL ROAD (LOAD 126663); MAKING OTHER <br />FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; PROVIDING A <br />REPEALER CLAUSE; A SEVERABILITY CLAUSE, AND PROVIDING AN <br />EFFECTIVE DATE. <br />Mr. Mack explained the applicant sought a minor amendment to the Future Land Use <br />Map to provide for a medium-high density residential use of the property and for the zoning to <br />be consistent with the City's Comprehensive Plan. He said staff recommended approval, and the <br />Planning and Zoning Commission recommended approval of the amendment. <br />Mayor Portugal opened the public hearing and asked for anyone wishing to speak about <br />this item, to please come forward. Mike Covington, 1705 40th N.E., spoke in opposition to this <br />amendment because he was concerned about additional traffic on Ruby Way. He said he had <br />signatures of everyone in the neighborhood opposing this amendment except for two people. He <br />said they did not want multi -family dwellings in their neighborhood. With no one else speaking, <br />Mayor Portugal closed the public hearing. <br />Council Member Savage inquired if there were a lot of duplexes in the area. Mr. <br />Covington said in the area he lived there were single dwelling residences. City Attorney <br />Stephanie Harris said with regard to petitions opposing zoning amendments, those must be filed <br />with the City Clerk so that signatures could be verified and percentages of property owners <br />calculated. Council Member Pankaj said the roadway was pretty tight in that area and inquired if <br />Staff had studied that. Mr. Mack said they had looked at options. Council Member Pankaj <br />
