Regular Council Meeting <br />December 12, 2022 <br />Page 4 <br />Mayor Portugal said she would like to move item 23 up, if agreeable with Council. A <br />Motion to move item 23 up was made by Council Member Pilgrim and seconded by Council <br />Member Moore. Motion carried, 5 ayes — 0 nays. <br />23. Receive presentation about the Downtown Stop Sign Study. <br />City Manager Grayson Path said TxDOT was at this meeting and he appreciated them <br />and staff for working hard on this controversial item. Mr. Path said City Planner Andrew Mack <br />and Cheri Bedford would give them a presentation about the study. <br />Main Street Coordinator Cheri Bedford explained that the scope of the 90 -day stop sign <br />study was a Public Awareness Campaign. She said it was a partial test of Toole Downtown Plan <br />recommendations to convert one-way streets to two-way streets, which was not doable due to the <br />installation of ADA features on the lights and at the crosswalks downtown. Ms. Bedford said the <br />slogan was Stop -Look -Be Safe. Planning Director Andrew Mack reviewed the cost of the study <br />of $16,000;00 being the only monetary cost which was for temporary portable" stop signs. He <br />said the brochure work was provided at no cost through the Chamber and estimated, donated <br />labor hours was 20 hours by the Chamber, 30 hours by TxDOT and 70 hours by the City. Mr. <br />Mack said copies of the survey were available for, public review and the next steps were to <br />continue to works with TxDOT to explore short4erm low cost measures for traffic calming. Mr. <br />Path said that TxDOT had expressed concerns about changes at crosswalks due to the hearing <br />3' <br />impaired and they were willing to work with ,the City to create ideas. Council Member. Pankaj <br />inquired if they could put together a sub -committee to work on this and Mr. Path answered in the <br />affirmative. Mayor Portugal, Council Member Pankaj and, Council Member Knox expressed an <br />interest in serving on the sub -committee. Council Member Knox they might not want her on the <br />sub -committee because she would not be able to meet until 4:30 p.m. Mayor Portugal said they <br />would work around her schedule. Mr. Path said they would want to include the Traffic <br />Commission, Historic Preservation Commission, Main Street Advisory Board and TxDOT. <br />Council Member Knox said if it was not possible to serve, that she had some suggestions she <br />would like to share with TxDOT. Council Member Pankaj said he hoped they could figure out <br />how to get it done and keep everyone safe. <br />17. Discuss, conduct a public hearing and act on ORDINANCE NO. 2022-086: AN <br />ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS <br />CONSIDERING THE PETITION FOR A COMPREHENSIVE PLAN AMENDMENT <br />FROM LOW DENSITY RESIDENTIAL (LDR) TO MEDIUM DENSITY <br />RESIDENTIAL (MDR) IN THE CITY OF PARIS, BLOCK 281, LOT 6, LCAD #18409, <br />LOCATED AT 1610 AT 1610 N.E. 15TH STREET; MAKING OTHER FINDINGS <br />AND PROVISIONS RELATED TO THE SUBJECT; PROVIDING A REPEALER <br />CLAUSE, A SEVERABILITY CLAUSE, AND PROVIDING AN EFFECTIVE DATE. <br />Planning Director Andrew Mack explained the applicant was seeking a minor <br />amendment to the Future Land Use Map to provide for a medium-high density residential use of <br />the property and for the zoning to be consistent with the City's Comprehensive Plan. Mr. Mack <br />said the Planning and Zoning Commission recommended approval, as did staff. <br />
