Discuss, conduct a public hearing and act on ORDINANCE NO. 2023-028: AN <br />ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS <br />AMENDING ZONING ORDINANCE NO. 1710 OF THE CITY OF PARIS, TEXAS <br />AS HERETO AMENDED, SO AS TO REZONE SPRINGLAKE ADDITION, BLOCK <br />6, PART OF LOT 12, LOCATED AT 2801 E. PRICE STREET (LOAD 19795), FROM <br />A ONE -FAMILY DWELLING DISTRICT NO. 2 (SF2) TO A TWO-FAMILY <br />DWELLING DISTRICT (217); DIRECTING A CHANGE ACCORDINGLY IN THE <br />OFFICIAL ZONING MAP OF THE CITY; PROVIDING A REPEALER CLAUSE, A <br />SEVERABILITY CLAUSE, A SAVINGS CLAUSE, A PENALTY CLAUSE; AND <br />PROVIDING AN EFFECTIVE DATE. <br />City Planner Andrew Mack explained that the applicant requested a zoning amendment in <br />order to construct a duplex on the property. He said that the Planning and Zoning Commission <br />recommended approval, as did staff. <br />Mayor Hughes opened the public hearing and asked for anyone wishing to speak in <br />support or opposition of this item, to please come forward. Discuss, conduct a public hearing and act on ORDINANCE NO. 2023-029: AN <br />ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, <br />AMENDING ZONING ORDINANCE NO. 1710 OF THE CITY OF PARIS, TEXAS, <br />ESTABLISHING A HISTORIC OVERLAY DISTRICT COMPRISING OF THE PINE <br />BLUFF AND FITZHUGH NEIGHBORHOOD TO BE NAMED HISTORIC OVERLAY <br />DISTRICT NO. 19 (HD -19) AND ENCOMPASSING 21 ACRES INCLUDING THE <br />500-900 BLOCKS OF PINE BLUFF STREET, THE 300-600 BLOCKS OF FITZHUGH <br />AVENUE, THE SOUTH SIDE OF THE 600-700 BLOCKS OF EAST CHERRY <br />STREET, THE EAST SIDE OF THE 300 BLOCK OF 6TH N.E., THE 300 BLOCK OF <br />8TH STREET N.E., AND THE ADDRESSES 803, 925 AND 936 EAST BOOTH <br />STREET; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE <br />SUBJECT; PROVIDING A REPEALER CLAUSE, A SEVERABILITY CLAUSE, A <br />SAVINGS CLAUSE, A PENALTY CLAUSE; AND DECLARING AN EFFECTIVE <br />DATE. <br />City Planner Andrew Mack said over the past ten plus months, staff and the Historic <br />Preservation Commission had been working to create a new local historic overlay district for the <br />Pine Bluff and Fitzhugh Neighborhood. Mr. Mack also said this neighborhood was on the <br />National Register of Historic Places. He reported if this were approved, the area would qualify <br />for fagade incentives. He said the Historic Preservation Commission, the Planning and Zoning <br />Commission and City Staff recommended approval of this ordinance. <br />
