Conduct a public hearing and take action regarding the petition of the Pann Sribhen on behalf of Shine in Paris, LLC for a zoning change from a One -Family Dwelling District No. 3 (SF -3) to a Multiple -Family Dwelling District No. 2 (MF -2) on part of LCAD 17944, in the City of Paris, Block 249, part of Lot PT 8 & 9, 2524 Lamar Ave, 0.865 Acres. Andrew Mack states this request will accommodate a portion of this development. The Commission has received the inputs with the concerns. Mack believes that this site can be properly engineered and that the land use plans and proposed development supports the request of this case. Staff is recommending approval of this item. The public hearing was declared open. With no one wishing to speak, the public hearing was declared closed. A Motion to approve this item was made by Board Member Chad Lindsey and seconded by Board Member Chance Abbott. Motion carried, 6 ayes — 0 nays. 12. Conduct a public hearing and take action regarding the petition of the Pann Sribhen on behalf of Shine in Paris, LLC for a zoning change from a General Retail District (GR) to a Multiple -Family Dwelling District No. 2 (MF -2), LCAD 102125, in the City of Paris, Block 249, Lot PT of 9, behind 2500 Lamar Ave, 0.374 Acres. Andrew Mack states that staff recommends approval of the rezoning from General Retail to Multi -Family 2 for this site. The public hearing was declared open. With no one speaking the public hearing was declared closed. A Motion to approve this item was made by Board Member Chad Lindsey and seconded by Board Member Chance Abbott. Motion carried, 6 ayes — 0 nays. 13. Conduct a public hearing and take action regarding the petition of Daniel Garza on behalf of Red W Leaf, LLC for a Specific Use Permit for a Tattoo Shop in the Central Area District (CA), on part of LCAD 13657, in the City of Paris, Block 6, Lot 7, located at 116 SE 1 st Street. Andrew Mack states that staff is recommending approval of this specific use permit request with three conditions. This is in current operation wishing to expand and relocate downtown. The conditions are: 1. The applicant shall provide proof to the City of current licensure for the operation of a tattoo studio by the Texas Department of State Health Services. 2. The applicant shall obtain and maintain a valid Certificate of Occupancy issued by the City of Paris for the business operation and comply with all requirements therein. 3. The SUP shall expire one (1) year from date of discontinuance, unless a new CO is applied for and approved by the City within that time frame.
