Regular Council Meeting <br />August 14, 2023 <br />Page 4 <br />15. Receive presentation from Mayor Hughes about the West Paris Town Hall Project. <br />Mayor Hughes said he and Mayor Pro -Tem Pankaj had heard from a number of citizens <br />who felt like the West side was left behind, so they decided they would like to have five town <br />hall meetings to encourage citizens to express concern about housing, development, safety, and <br />streets. He also said that all five meetings would be located in West Paris. Mayor Pro -Tem <br />Pankaj said the main intent was to address issues brought forward by citizens in West Paris and <br />to figure out what they could do. Council Member Savage encouraged residents to show up for <br />these meetings with facts and be specific. He said if the citizens did not call them, they had no <br />data. Mayor Hughes said he also did not want other citizens to think they only cared about West <br />Paris, but that it was the area that needed immediate attention. City Manager Grayson Path said <br />press releases would be going out soon and asked everyone to monitor social media for location, <br />dates and times. He said the plan was to stagger the meetings out over six weeks. <br />16. Discuss and act on ORDINANCE NO. 2023-045: AN ORDINANCE OF THE CITY OF <br />PARIS, TEXAS, PROVIDING FOR THE REPEAL OF CHAPTER 8, ARTICLE 8.02, <br />"CURFEW FOR CHILDREN," INCLUDING SECTION 8.02.031 THROUGH 8.02.039 <br />OF THE CODE OF ORDINANCE OF THE CITY OF PARIS, TEXAS, AND <br />DECLARING THE SAME TO BE NULL AND VOID AND OF NO EFFECT; <br />REPEALING ALL ORDINANCE OF PARTS OF ORDINANCES IN CONFLICT <br />HEREWITH; MAKING OTHER FINDINGS AND PROVISIONS AND PROVIDING <br />AN EFFECTIVE DATE. <br />Assistant Police Chief Randy Tuttle said the City currently had a curfew ordinance that <br />did not allow children under 17 be out at certain times of the evening without an adult. He also <br />said in June the State Legislature repealed that law for all cities and in order for the City to be <br />compliant with State Law, staff was asking that the local ordinance be repealed. City Manager <br />Grayson Path said the former Mayor, Mayor Pro -Tem and City Staff issued letters to the State <br />Representative opposing the repeal this law. <br />A Motion to approve this item was made by Council Member Pilgrim and seconded by <br />Council Member Kessel. Motion carried, 7 ayes — 0 nays. <br />17. Discuss and act on ORDINANCE NO. 2023-046: AN ORDINANCE OF THE CITY <br />COUNCIL OF THE CITY OF PARIS, TEXAS, REMOVING THE NO PARKING <br />ZONE ON THE EAST SIDE OF 2ND STREET SW FROM AUSTIN STREET TO <br />SHERMAN STREET; PROVIDING A REPEALER CLAUSE, A SAVINGS CLAUSE, <br />A SEVERABILITY CLAUSE, AND DECLARING AN EFFECTIVE DATE. <br />Assistant Police Chief Tuttle said Paris Main Street Coordinator requested the Traffic <br />Commission to consider removing the No Parking Zone on the East side of 2nd S.W. from <br />Austin to Sherman. He reported that the Traffic Commission unanimously approved it. Ms. <br />Bedford spoke in support citing the attendance to the Farmers Market had increased and there <br />was need for additional parking. <br />
