Regular Council Meeting <br />August 14, 2023 <br />Page 5 <br />A Motion to approve this item was made by Mayor Pro -Tem Pankaj and seconded by <br />Council Member Moore. Motion carried, 7 ayes — 0 nays. <br />18. Discuss and act on ORDINANCE NO. 2023-047: AN ORDINANCE OF THE CITY <br />COUNCIL OF THE CITY OF PARIS, TEXAS, REDUCING THE SPEED LIMIT <br />FROM 30 MPH TO 20 MPH ON EAST SHERMAN STREET BETWEEN 12TH SE TO <br />14TH SE STREETS; PROVIDING A REPEALER CLAUSE, A SAVINGS CLAUSE, A <br />SEVERABILITY CLAUSE, A PENALTY CLAUSE, AND AN EFFECTIVE DATE. <br />Assistant Police Chief Tuttle said City Engineer Todd Mittge brought this to the Traffic <br />Commission and the Traffic Commission unanimously approved it. Mr. Mittge explained he had <br />received a complaint from Paris Housing Authority expressing concern for speeding vehicles in <br />the 1400 block of E. Sherman near Sherman Court. Mr. Mittge depicted several photos <br />reflecting the sharp curve, as well as large trucks damaging the lawn at Sherman Court. <br />A Motion to approve this item was made by Council Member Savage and seconded by <br />Council Members Norment and Pilgrim. Motion carried, 7 ayes — 0 nays. <br />19. Receive presentation on the Drainage Analysis of the upper basis of Tributaries 4 and 6, <br />Big Sandy Creek. <br />City Engineer Todd Mittge began his presentation and depicted photos and maps, while <br />explaining that the City of Paris was built on the divide of two greater watersheds, with one <br />being north of downtown and that water running north to the Red River. He said the other one <br />was of South of downtown and ran South to the Sulphur River. He presented details of <br />Tributaries 4 and 6 of Big Sandy Creek and said they run to the Sulphur River. Mr. Mittge <br />reported the tributaries stretched from west of 19`}' Street N.E. to East of North Collegiate near <br />Pine Mile Road and two major flood events occurred in 2016, flooding many homes and <br />businesses. Mr. Mittge said engineering consultants were hired to try and find a good way to fix <br />the issues performed studies. Council Member Kessel inquired if Paris Family Dental was the <br />only street that flooded or if there were others. Mr. Mittge said he believed there were others. <br />Council Member Savage wanted to know if there was flooding all over and Mr. Mittge answered <br />in the affirmative. Mr. Path said staff started here with the process because several months ago <br />citizens came to the Council meeting with regard to flooding and were asking about the effect of <br />new development on drainage of their properties. Council Member Savage said he wanted to <br />make sure they look at everything. <br />Next, Mr. Mittge covered the surface flume on 21St N.E., dirt and concrete debris South <br />of East Cherry, a grass lined channel at Wade Park., the smaller concrete lined channel at <br />Bellcrest Apartments, the continuation of smaller concrete line channel behind Paris Family <br />Dental, the TxDOT box culvert under Lamar Avenue which was overtopped at least twice in 2016 <br />and twice so far in 2023, the concrete line channel North of Culbertson Street which was <br />reconstructed in the early 90's, the smaller original concrete line channel South of Culbertson <br />Street, a slightly larger channel at 26th Street S.E., confluence of Tributaries 4 and 6 and <br />combined Tributaries from South Collegiate.
