Regular Council Meeting <br />August 14, 2023 <br />Page 6 <br />Derek Hughes pointed out where his house was located and stated there were sink holes in his <br />back yard, it was eroding and was dangerous. <br />Mr. Mittge referenced the Cobb Fendley Report (Cobb Fendley Engineering, Frisco, <br />Texas) that was done in response to the 2016 flood events. He noted that it was reported there <br />were a total of 11.53 inches over an 11 -day period. He also noted that the Cobb Fendley analysis <br />reflected that the North Sulphur River flood gauge was at flood state during the 2016 events, <br />thereby restricting new water from upstream and making Paris flood worse. Mr. Mittge said <br />channel widening and culver improvement would cost approximately $10.2 million. He said they <br />needed to get a Lidar and Survey Data to analyze the 100 -year flood plain in this area to adjust <br />flood maps. Mr. Mittge's recommendations included further exploration of expanding the sizes <br />of some channels in strategic locations, cleaning out of the channels of significant obstacles and <br />debris, building detention ponds in key locations, utilizing City staff to perform this work as soon <br />as possible and contracting out where needed, continuing property enforcement of drainage <br />detention through the City's Subdivision Ordinances while also improving Ordinance language <br />where necessary; and to conduct Lidar Laser Survey citywide to capture existing topography and <br />aid in future studies. <br />Council Member Pilgrim discussed with Mr. Mittge the Waters of the U.S. Blue Stream. <br />Mayor Pro -Tem Pankaj said having the Lidar would help with all of the quadrants of the City. <br />20. Discuss and appoint three members to the Tax Increment Reinvestment Zone Board <br />(TIRZ) and appoint one Council Member to serve as the Council liaison. <br />City Clerk Janice Ellis said at the June 26 City Council meeting it was determined there <br />were not enough applicants to fill the TIRZ Board and City Council directed staff to re -advertise. <br />Ms. Ellis said as a result of re -advertisement, they received a total of six applications from the <br />following: Brandon Bell, Dr. Teresa Bussell, Maureen Hammond, Cody Head, Miles Mathieu, <br />and Amalia Tanguma City Council marked their ballots, staff tallied the points and Ms. Ellis <br />reported the three individuals receiving the highest number of points was Bandon Bell, Maureen <br />Hammond and Cody Head. <br />A Motion to appoint the three applicants receiving the highest number of points was <br />made by Council Member Norment and seconded by Council Member Savage. Motion carried, <br />7 ayes — 0 nays. <br />Mayor Hughes asked if there were any volunteers from the Council who would like to <br />serve as Council liaison to this board. Mayor Pro -Tem Pankaj said he would like to serve on this <br />board. A Motion to appointment Mayor Pro -Tem Pankaj as the Council liaison to this board was <br />made by Council Member Savage and seconded by Council Member Moore. Motion carried, 7 <br />ayes — 0 nays. <br />21. Convene into executive session pursuant to: <br />A. Section 551.071 of the Texas Government Code, Consultation with Attorney, to <br />receive legal advice from the City Attorney about (1) pending or contemplated <br />
